Head of Departmental Legal Unit
Every year, the Swedish Social Insurance Agency (Försäkringskassan) makes 21 million decisions that affect people's lives and society as a whole. We disburse approximately 260 billion SEK each year. These are the tax funds that we manage. It is a significant responsibility. Therefore, we delve into each case, follow laws and regulations, inform and guide, care, and show compassion. The Department for Disability and Permanently Reduced Work Capacity administers a large number of social insurance benefits – including assistance compensation, sickness and activity compensation, and compensation for work-related injuries. The legal support operational area is responsible for the department's reassessment, litigation in court, and legal support for processing and development activities. Together, we form a force and engine in the legal quality work of the department.
We are now expanding with an additional departmental legal unit and are looking for a manager who wants to help establish and develop the operations. The unit will consist of approximately 13 departmental lawyers located in several locations. As a unit manager, you will be part of the management team of the operational area, together with the operational area manager and your fellow unit managers.
Responsibilities and Tasks
As a manager within Försäkringskassan, you work according to the agency's mandate from the government. You are responsible for ensuring that the unit's operations are legally secure and efficient, as well as characterized by good service. You lead and guide based on trust, respect, and compassion, with a holistic view of the operations. Through dialogue about the purpose, goals, and strategies of the operations, you create conditions for your employees to be able and willing to take significant responsibility for the team's results and their own development.
As a unit manager, you are the manager who is closest to the employees and the operations. You are responsible for leading and driving the daily work based on the department's mission and goals, where the state value base permeates your work. Through your leadership, you convey clear expectations, follow up on goals, and provide your employees with the right conditions to take their responsibility. You have personnel responsibility as well as result and follow-up responsibility for the teams in your unit.
You will work closely with your departmental lawyers, which places very high demands on your ability to quickly analyze complex legal issues. You need to have the ability to see the law as an enabler for the necessary development within public administration and have a drive to engage your employees in this spirit.
You are a good communicator at both individual and group levels and find it easy to collaborate with others – regardless of profession. There will also be high demands on your security and confidentiality awareness, and the position involves handling confidential information.

- has a law degree and is a skilled lawyer
- has documented strong leadership skills
- has experience of qualified legal work in court or public authority
- is proactive, goal-oriented, and produces results
- can create conditions for engagement, learning, and continuous improvement based on the operational goals
- has good self-awareness and is stable as a person
- has good organizational understanding and translates this into practice
- collaborates and cooperates effectively with others
- has strong analytical skills
- has good communication skills and expresses themselves well in speech and writing.
It is an advantage if you
- have previous managerial experience and experience in remote leadership
- have experience in leading change
- have experience in business development
- have good knowledge of social security and administrative procedural law
- have good knowledge of AI, digitalization, and data protection legal issues.

A position, permanent, full-time, with start as soon as possible by agreement. A probationary period may be applicable. In accordance with Försäkringskassan's security guidelines, background checks will be conducted in this recruitment. Possibility for remote work exists if the work allows. In this recruitment, psychological tests may be used as part of the selection process. Possible placement locations: Gothenburg, Stockholm (Telefonplan), or Malmö. Travel is included in the position.
