We are looking for a senior consultant with extensive experience in business development, portfolio management, and change management within a government agency. The assignment involves strengthening a development department's portfolio office and contributing to the agency's ongoing transformation journey – from a traditional project-oriented approach to a more capacity- and value-stream-oriented perspective.

About the assignment

The portfolio office is responsible for the agency's portfolio management and currently works with controller functions, strategy development, and overall coordination. The agency is undergoing a transformation process and needs increased capacity to:

• Conduct tactical co-planning between development value streams
• Clarify the concept of benefits and strengthen the ability to steer towards maximum benefit
• Develop strategic portfolio planning in line with the agency's overall strategies
• Support other parts of the organization in strategic development issues

The consultant will work both advisory and operationally, as well as contribute to developing structures, processes, and working methods that support long-term governance.

Language skills

• Excellent Swedish in both spoken and written form (requirement)

Requirements profile

SHOULD-requirements – skills and experience

The consultant must have:

• Current experience of complete business development at a strategic level within a government agency
• Several years of managerial or leadership experience in business development within a government agency
• Documented experience in portfolio management within organizations where development capacity is structured in value streams

SHOULD-requirements – personal qualities

• Very good collaboration skills
• Very good communication skills, especially in explaining complex relationships clearly and tailored to the audience

Desirable (MUST-requirements)

• Experience in leading change from project-oriented portfolio management to a capacity- and value-stream-oriented approach within a government agency
