About the Role

As a procurement lawyer, you will be a key person in our organization. You will work closely with both procurement officers and operational managers to ensure that our procurements comply with applicable legislation and directives, while also being purposeful and efficient. The assignment has a clear focus on good business in close collaboration with the municipality's primary operations, group companies, as well as with other municipalities, the region, and dialogue with the business community. The municipality is an important societal carrier, and the goal is strategic and sustainable purchases.

Responsibilities

You will:

  • Interpret and apply legislation, EU directives, and other governing documents related to public procurement, while keeping updated on relevant practices and court rulings.
  • Provide legal advice and support in the procurement process.
  • Draft templates and contracts, review tender documents and other legal documents.
  • Manage our legal processes within procurement, such as preparing statements to authorities and courts.
  • Conduct internal training and contribute to skill enhancement within the organization.

Qualifications

We are looking for someone who has:

  • A law degree and good knowledge of the Public Procurement Act (LOU).
  • The ability to translate legal language into practical solutions in operations.
  • Experience working in the public sector.
  • A valid driver's license (B).
  • Previous experience as a procurement lawyer or other experience close to procurement activities, such as a procurement officer or similar.

Knowledge in construction law is an advantage.

About the Workplace

The Procurement unit is organizationally under the Finance Department at the Municipal Executive Administration, with the Municipal Board as the committee. The unit is responsible for the municipality's procurement process, procurements, e-commerce, contract management, and contract follow-up, internal training, and works closely with other units within the department. The operations are led based on trust, guided by the values of courage, humility, and ability. It is particularly important for us to act collaboratively and provide support to the operations, value a good working environment, act commercially and professionally, and contribute to more digitized processes. The development assignment is a natural part of daily work. The systems we work with the most are TendSign, Proceedo, Visma, among others.
