We are looking for a Road Construction Manager for Norrbotten and Västerbotten counties for the Swedish Transport Administration.

The stationing location is Luleå.

This is a consulting assignment. 

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The Construction Manager acts as support to the project manager within the Swedish Transport Administration's Investment area in Norrbotten and Västerbotten counties. The role involves leading, following up, and ensuring the quality of the project's implementation within given time, cost, quality, environmental, work environment, and safety frameworks. The Construction Manager works independently within assigned authorities, collaborates with internal and external stakeholders, and ensures that laws, permits, and internal requirements are followed. The assignment also includes knowledge transfer to the Swedish Transport Administration's own employees.

Responsibilities

Together with the project manager, lead and follow up the project's work.

Together with the project manager, lead the work on coordination issues with other authorities and stakeholders.

Together with the project manager, ensure a good work environment and effective internal and external communication and information dissemination within the project.

Hold independent responsibility for the project's governance and management based on assigned authorities.

Ensure that all necessary approvals and permits for the work are obtained.

Continuously document and ensure the quality of ongoing work.

Review, follow up, and document the supplier's quality, environmental, and work environment plans.

As needed, act as a substitute for the project manager when the project manager cannot participate, which may apply to both internal and external meetings.

Fulfill the Swedish Transport Administration's obligations according to permits and laws within the project.

Have necessary internal contacts with maintenance and technical specialists for consultation and information about the project.

Other tasks required to carry out the project in accordance with the Swedish Transport Administration's operational system.

Requirements (IMPORTANT, mandatory)

Ability to express oneself well in Swedish both orally and in writing. Experience from working in project groups where collaboration has been important. Hold a valid B driver's license. At least 3 years of work experience (as a project manager, construction manager, or in a supervisory role) in road technology. The work experience must not be older than 10 years. Knowledge of laws and regulations as well as standards and regulations in road technology. Experience in documentation and surveying with drones. Work experience as a project manager, construction manager, or in another supervisory role for at least five cast-in-place concrete bridges. The experience must not be older than eight years. Knowledge of laws and regulations as well as standards and regulations in concrete work.
