We are looking for a Land Negotiator for an assignment at the Swedish Transport Administration.

This is a consultancy assignment.

The scope is approximately 70%.

The assignment involves close collaboration with the client, which places great demands on flexibility and teamwork.

The Assignment

Tasks/Responsibilities

The Land Negotiator is the Swedish Transport Administration's representative in negotiations where the Administration acquires land to carry out an investment (or reinvestment) project. Responsible for land access and compensation issues. The role involves meeting the needs of the property owner correctly while representing the Swedish Transport Administration. The Land Negotiator's tasks include:

• Participating in the planning and construction of road and railway construction projects from early stages until the projects are completed• Informing and maintaining contacts with landowners• Handling property-related planning and formal issues in the projects' planning process• Responsible for land access according to road legislation / the law on railway construction.• Responsible for land access for necessary measures through civil law agreements and surveying measures• Signing all property law agreements (e.g., property purchases, property regulations, easements, rights of use agreements, etc.)• Investigating intrusions and damages from road and railway construction projects• Evaluating, negotiating, and signing agreements on compensation for intrusions and establishing and managing budgets for land negotiations within road projects• Representing the Swedish Transport Administration at land surveying proceedings• Monitoring damage prevention measures• Responsible for agreements on noise protection measures in investment projects• Managing the Swedish Transport Administration's properties in investment projects and being responsible for purchases and sales in the projects• Ensuring the requirement for legal security and equal treatment in land negotiations• Assisting the legal department around the country regarding landowner contacts, investigations, inspections, and actions due to environmental / compensation claims from individuals• Providing documentation for, and assisting in, court proceedings in the land court

Requirements (NOTE, mandatory)

Fluent in Swedish, both spoken and written.

To meet the requirements for the consultancy role of Land Negotiator Competence Level 2, the consultant must meet the following knowledge and experience requirements, see points A. and B.

Alternatively A:• Knowledge: At least completed university education covering at least three (3) years of full-time studies in surveying, property economics, civil engineering program, or equivalent education in the subject area• Experience: At least six (6) years of qualified work experience in the property law area, of which at least three (3) years should involve conducting negotiations in the property law area and at least one (1) year of experience working with road or railway projects.• Independence: Full• Driver's license for a car

Alternatively B:

• Experience: At least nine (9) years of qualified work experience in the property law area, of which at least three (3) years should involve conducting negotiations in the property law area and at least one (1) year of experience working with road or railway projects• Independence: Full

• Driver's license for a car
