Department Head for New Department within Social Services, Trelleborg
The Social Services in Trelleborg is looking for a development-oriented and engaged leader for a new department focused on preventive work, authority, and home healthcare within the areas of care and support for people with disabilities.
As a leader, you will be a central part of the work to create a sustainable and attractive municipality characterized by creativity and future confidence.
The department will play an important role in ensuring that all residents receive the care and support they need for an independent life. You will also play an important role in the work with Close Care, which is now being developed in the municipality, as well as in the implementation of the new Social Services Act, which imposes new requirements on both organization and working methods.

Job Responsibilities
You will ensure and further develop the administration's operations together with the management team. Together we create conditions for the administration's resources to be used effectively and in the best way. We emphasize achieving operational goals based on the existing financial frameworks. You will work directly under the head of the administration and be responsible for the administration's budget, operational plan, follow-up, and annual accounts with analysis. You will be part of the administration's management team and thus share the overall responsibility for the management and development of social services in Trelleborg Municipality. The role is broad and complex, and you will constantly monitor changes in legislation and other important external factors that affect operations to be proactive.
An important part of the assignment involves leading the operational area, primarily through 5 directly subordinate unit managers to create consensus and a strong holistic perspective. As a department head, you have a communicative leadership style characterized by dialogue, clarity, and presence. You recognize the importance of supporting and coaching your employees in their daily work. The role requires you to easily build trusting relationships and have good collaborative skills with both employees and trade unions. In this assignment, you have an important role in building up the new department and shaping a new organization to meet the new Social Services Act. Through your experience and broad knowledge, you will find new and sustainable paths in the challenges the administration faces, focusing on development, structure, and systematic improvement work.
Qualifications
We are looking for someone with experience in leading complex operations within care, support, or disability services. You are an engaged and communicative leader who sees the big picture and creates a positive work environment. You want to be involved in developing new working methods and an operation characterized by collaboration and innovation, especially within local healthcare and the new Social Services Act. You have a clear and value-based leadership style and can drive change strategically.
You have the necessary university or college degree that the employer deems relevant. Previous leadership experience with personnel, work environment, and budget responsibility is a requirement. You also have experience in leading subordinate managers. You have experience in public operations, as well as experience from work within social services or similar operations that run around the clock. A requirement is that you have a good understanding of the municipal decision-making process and what it means to work within a politically governed organization. As a department head, you are required to have an understanding and good knowledge of applicable legislation, budget processes, and personnel issues.
You see the big picture with an eye for detail, are analytical, structured, and meticulous. An interest in financial management and economic development work with an operational perspective is a prerequisite. You apply a goal- and results-oriented working method. You are interested in working with both strategic development issues and everyday problem-solving. Monitoring the external environment and future issues are important areas within the assignment. A strong interest in technological solutions within social services is an asset. You have an interest in leading development work. You have experience in motivating and inspiring your employees in their daily work and in change processes. You must have a good ability to express yourself in speech and writing.
The position will be filled based on the necessary decisions being made.
