Job Responsibilities

Welcome to a multifaceted and dynamic leadership role where you, as the unit manager for external relations and coordination, will have a central function at the city office and in Malmö city. With us, you will become a key person in the important work of continuing to develop Malmö as an attractive city with inclusion and sustainable growth as the foundation.

The unit for external relations and coordination belongs to the department for external affairs & business, led by Malmö city's business director. The unit has broad responsibilities and approximately ten employees, all of whom are qualified specialists. In collaboration with your colleagues and in close dialogue with the city's administrations, external partners, and other collaborations, you are responsible for coordinating international and regional initiatives, advocacy work, and the city's environmental analysis that contributes to Malmö's future development and growth.

We are looking for a leader who can navigate complexity and create conditions for sustainable development. The role requires the ability to direct, drive, and create results, engage and involve employees, as well as work with continuous development and improvement. As a manager at the city office, you have three roles; operational manager, employer, and leader. This includes responsibility for results, budget, and personnel.

As part of the management team in the department of external affairs & business, you work to drive the strategic development work for the entire department forward. It is important for us that you promote collaboration where you, through your work in the management team, contribute to the operational goals of all units and represent the department's collective interests. Overall, external affairs & business consists of five units.

In your assignment, you represent Malmö city in regional, national, and international contexts. Travel occurs in the work with some regularity.

The unit for external relations and coordination works with:

  • EU and international issues – International collaborations and representation related to EU matters through Malmö city's office in Brussels.
  • Regional cooperation – Collaborations primarily within Skåne, Greater Copenhagen, and with Northern Germany.
  • Advocacy work and lobbying – coordination of the city's advocacy work and public affairs.
  • Environmental analysis – coordination of networks and collaborations as well as analysis of political initiatives and societal changes.
  • A long-term perspective – for the whole of Malmö

Malmö is both Skåne's and southern Sweden's largest city, where more than half of all jobs in Skåne are currently created in Malmö. This also means that Malmö already has an important role, but also a significant regional responsibility. Malmö continues to grow and develop towards a large city in the form of a half-million city, which entails great potential for the city.

Qualifications

The assignment as unit manager requires diplomatic skill, a good ability to create and build relationships, and results-oriented action. You are strategic, navigate in political contexts, and collaborate at various levels. With decisiveness and a holistic perspective, you drive development and make decisions.

We are looking for a results-oriented leader who understands the organization as a whole and can make well-founded decisions. You create synergies between actors and manage complex processes at both local and international levels.

As a manager, you drive issues forward, take initiative, and ensure that goals are met. You prioritize and manage multiple projects simultaneously without losing focus on the whole.

You are attentive, engage and motivate your employees, and adapt your leadership to the situation. Through knowledge, interest, and experience, you navigate with your employees in complex contexts and drive the organization forward.

We are looking for you who have:

  • A university degree in a relevant field for the position; for example, political science, politics, international relations, economics, law, or similar with a social orientation.
  • Documented managerial experience, including operational responsibility, personnel responsibility, work environment responsibility, and budget responsibility.
  • Experience working with environmental monitoring and leveraging this in your organization, as well as analyzing political and economic trends, linking international and local perspectives to operational development.
  • Documented good experience in delivering results in an organization with high complexity.
  • Experience in advocacy work and public affairs.
  • Solid experience from workplaces such as political offices, interest organizations, or similar.
  • A very good ability to communicate in Swedish and English, both orally and in writing.
  • Good knowledge related to finance and budget work.

It is meritorious if you have:

  • Experience working with international, EU-related issues and cross-border collaborations.
  • Other language skills are meritorious.

About the workplace

The city office directs, challenges, and strengthens the development power in the organization, in the city, and in the region. We are the administration of the municipal council and work with a holistic perspective close to the city's leadership. The city office consists of six different departments and has a total of about 300 employees. Our departments work within a wide range of areas, and the administration has many employees with high specialist competence.
