This procurement concerns the need for Requirements and Business Analysts for a government agency. They are looking for between two (2) to five (5) consultants who will be part of different teams or assignments within the agency.

In the role of Requirements and Business Analyst, the consultant will work closely with business experts, architects, developers, testers, UX specialists, and other relevant roles within the agency. The role involves working with business analysis, requirements gathering, and documentation to ensure that the business needs are explored, detailed, and documented in a clear requirements structure. These requirements are then transformed into solution proposals and development tasks in collaboration with other team members. The consultant will work at the intersection of business and IT. The offered consultant will be managed by the responsible unit manager or another designated person at the agency.

The consultant must be available for an interview.

Mandatory requirements:

• Competence level: 8-12 years in relevant roles.
• The consultant must have excellent communication skills in spoken and written Swedish.
• The consultant must have at least five (5) years of experience in being responsible for and performing requirements work in projects or management, according to established methods. At least 24 months of this experience must have been acquired in the last three-year period. Requirements work involves identifying stakeholders, gathering, categorizing, formulating, and documenting requirements in tools such as Jira or Confluence.
• The consultant must have at least five (5) years of experience working with models, methods, techniques, and tools (e.g., Confluence and Jira) for requirements analysis, as well as business, process, and system development and change work. At least 24 months of this experience must have been acquired in the last three-year period.
• The consultant must have at least five (5) years of experience leading investigations of business issues as a basis for requirements documentation. At least 24 months of this experience must have been acquired in the last three-year period.
• The consultant must have at least two (2) years of experience in requirements specification according to agile methods, such as Scrum, Kanban, SAFE, or similar. Work experience must have been acquired in the last three-year period.
• The consultant must have good IT competence and have worked for at least three (3) years with requirements work in IT-related businesses, i.e., have acted as a link between business and IT. At least 24 months of this experience must have been acquired in the last three-year period.

Desirable requirements:

• The consultant should have experience working with investigation and requirements specification for technical services (APIs).
• The consultant should have experience working in an agile team as a team coach/scrum master.
• The consultant should have experience in use case modeling, i.e., leading and documenting use case models as a requirements analyst.
• The consultant should have experience in information and process modeling.
• The consultant should have worked within a government agency.
