Project Manager for the Resilience Operations Unit
MSB works for a safer society in a changing world, focusing on the development of civil defense. We strengthen Sweden's ability to function in crises and even wars. Your Responsibilities and Tasks
As a project manager in the Resilience Operations Unit, you will be responsible for developing project ideas, writing project proposals which include change theory and results frameworks, activity plans, budgets, and more. In addition, you will manage and administer ongoing operations including planning, budgeting, and follow-up. You will coordinate MSB's internal functions that contribute to the implementation of operations and be the contact person for operational staff and partner organizations on project-related issues.
As a project manager, you will handle complex political contexts and dialogues with partner organizations as well as with national, regional, and international organizations. This is to promote synergies, effective collaborations, and ensure relevant capacity development. You will quality assure planning and content in operational activities and ensure that efficiency and result fulfillment are taken into account. You will actively contribute to learning that continuously develops and improves the project and operations.
The position includes travel to operational areas. As a project manager, collaboration is an important part of your daily work, both with a large number of internal functions at MSB and with funders such as Sida, other authorities, and relevant EU bodies.
Your Skills and Competencies
We are looking for someone who has:
- relevant academic education.
- experience in project management and developing project activities within international collaborations.
- knowledge and experience in planning, implementing, administering, budgeting, and following up on activities in terms of goals, results, effects, and finances.
- experience in partnership development and partnership dialogue in a national or international development context.
- very good knowledge of Swedish and English, both spoken and written.
- experience working in government or other public sector organizations.
- good knowledge of commonly used IT systems.
It is an advantage if you have:
- experience working with crisis preparedness and civil defense.
- experience working with the EU's civil protection mechanism.
- experience working in countries in priority contexts for MSB's mission, e.g., Eastern Europe and/or the Western Balkans.
- experience working with capacity development in an international context.
- knowledge of integrating cross-cutting issues such as gender equality and rights perspectives as well as environmental/climate issues.
- knowledge and experience in results management and methods for results-based learning.
- experience in written communication work.

About the Employment
We offer you a fixed-term employment for 11 months, with the possibility of extension. During the employment period, there may be opportunities for service in one of the other international operations units.
Your place of employment will be Stockholm and travel is required in the position.
Swedish citizenship is a requirement for employment at MSB as it involves placement in a security class. A satisfactory result in the security screening with background check, conducted in accordance with the Security Protection Act, is required for employment. Most employees at MSB are assigned to military service.
About Us
In the Resilience Operations Unit, we are about fifteen employees, and we are located in both Karlstad and Stockholm. The unit works with planning, management, and follow-up of operations aimed at further developing the capacity of the agency's partners to prevent disaster situations, strengthen preparedness for disaster management, and ensure recovery and rebuilding after disaster situations. The operations are often multi-year and often consist of significant training and organizational development components in line with the capacity development goals of the operations.
