Department of Security and Preparedness

The Regional Management Office is part of Region Uppsala, one of the largest employers in Uppsala County. The Management Office supports the political leadership and administrations to ensure that the political direction is reflected in the various operations of Region Uppsala, allowing the region to fulfill its role both regionally and nationally. The Management Office is led by the regional director and has a governing, supportive, and coordinating role within Region Uppsala. The Management Office includes the Department of Finance and Governance, the Department of Regional Development, the IT Department, the HR Department, the Health and Medical Care Department, the Information and Communication Department, and the regional director's staff.

Civil Preparedness Unit

The Civil Preparedness Unit is seeking a preparedness strategist in training and exercises who can contribute to Region Uppsala's strategic and capability-enhancing transition in the area of crisis preparedness and civil defense.

Our Operations

The position is located within the Civil Preparedness Unit, which is part of the Department of Security and Preparedness at the Management Office, responsible for the region-wide work in security and preparedness.

Within the Civil Preparedness Unit, there are specialists in crisis and disaster medical preparedness, civil defense, training and exercises, technology and communication, risk and vulnerability analysis, and crisis communication, among others. A team that drives Region Uppsala's transition work, development, and establishment of robust capabilities in the area of crisis preparedness and civil defense.

Your Mission

We are now looking for a preparedness strategist for the area of training and exercises, who is passionate about building, developing, and maintaining capability-enhancing skills in crisis preparedness and civil defense.

The mission includes analyzing reports, preparing consultation responses, drafting decision materials for the highest civil service management and political leadership. Coordinating and administering overarching course representatives and exercise activities. Participating in internal and external networks at local, regional, and national levels.

The mission is characterized by long-term perspectives and pedagogical work carried out through the perspectives of planning, implementation, and follow-up in the phases before, during, and after in accordance with the intention of continuous improvements. You will be part of meaningful, exciting, and developing work in close collaboration with colleagues in a positive and creative work environment filled with competence and curiosity!

Your Qualifications

  • You have a relevant academic degree, university or college education, or other education and work experience that we consider relevant for the position.
  • You have experience conducting knowledge-enhancing activities in training and exercise operations.
  • You have knowledge of the Swedish crisis preparedness system and total defense.
  • Swedish citizenship.
  • Approved security clearance.
  • Driver's license B.
  • Good computer skills and the ability to express yourself well in speech and writing, writing reports, investigations, and summaries.

It is advantageous if you have:

  • Professional experience working in a politically governed organization.
  • Professional experience in crisis preparedness and civil defense.
  • Professional experience from similar training positions or assignments.

Your Competence

You have good analytical skills and competence in process work, and you can balance both independent work and teamwork. The work involves many contacts, both internally and externally, which places high demands on your ability to communicate, collaborate, and build good relationships. You are confident in planning and conducting training and exercise activities with a strategic and pedagogical approach.

The position may be classified in a security class. This may mean that security clearance and background checks will be conducted in accordance with the provisions of the Security Protection Act prior to employment. Swedish citizenship is required for the position.

The position is a permanent full-time employment and will be subject to military placement. We may apply a probationary period.
