Exploitation Strategist and Investigator

The Exploitation Department, which belongs to the Environmental and Community Building Administration, currently has 5 employees and works with land and exploitation issues. We drive exploitation projects for the development of new residential areas and business areas in close collaboration with the Business Office, such as Tallskogen (see http://www.falun.se (http://www.falun.se) under Falun is growing). The department also carries out all real estate transactions, manages land allocations, and establishes exploitation agreements for the municipality of Falun.

We have an active role in housing supply issues, which includes developing an action plan for housing supply. The action plan clarifies for market actors what type of housing needs to be built and for which groups.

It is also guiding for the municipality's physical planning regarding housing construction. New guidelines will be developed during 2025. Together with the administration's statisticians, we collaborate with other administrations and our municipal housing company to create the best possible basis for how, among other things, care, school, and social services should think in operational planning and expansion plans, parallel to how we within the Environmental and Community Building Administration develop the city and the smaller towns.

Job Responsibilities

• Participate/project lead in housing planning and growth investigation together with the municipality's statisticians.
• Handle issues regarding land development and how we enable exploitation of this. Conduct both early and in-depth investigations and localization studies to find smart alternatives for future development. Develop proposals and plans for land exploitation, and participate in creating preparedness for establishments.
• Investigations with support from laws and regulations that ensure our working methods comply with current regulations, such as developing land compensation and utility relocation guidelines together with Falu Energi and Vatten. You will also respond to referrals and opinions from authorities, such as the Mining Inspectorate.
• The role involves responsibility for the work with guidelines and strategies within the exploitation department's area of operations, such as the municipality of Falun's guidelines for land allocations and exploitation agreements. Also participate in/project lead IT system developments (contract management systems, interim archives, digital plot queues, etc.) for the needs of the operation.
• Be a support in contract issues primarily within property law, both within the administration and to other administrations that may need help with, for example, lease agreements, easement issues, etc. The role includes acting as a sounding board and supporting colleagues' cases when necessary, being an advisor, and providing information to the public, politics, and colleagues.
• Handle exploitation engineer cases that involve carrying out real estate transactions, participating in detailed planning work, and project leading exploitation projects, establishing property law agreements, and you will participate/project lead in development projects aimed at carrying out exploitation projects sustainably. The position also includes representing the Exploitation Department in the municipality's navigation functions when necessary.

Qualifications

The role requires:

• That you are educated as a land surveyor, property lawyer, or another type of education that the employer assesses as equivalent
• Experience working as an exploitation engineer or similar role with investigations and strategic projects, which the employer assesses as relevant
• Experience writing formal reports
• Good knowledge of the Swedish language in both spoken and written form
• B driver's license
• Good computer skills and administrative ability

Meritorious Qualifications

Experience or good knowledge of municipal processes: either having worked in a municipality or as a consultant with municipalities as a client group, or within state/region
