About the job

Security protection involves protecting information and activities that are significant to Sweden's security against espionage, sabotage, terrorist crimes, and certain other threats. Those conducting security-sensitive activities are obliged to maintain their security protection. The County Administrative Board of Norrbotten is one of thirteen supervisory authorities that oversee compliance with the requirements of the Security Protection Act. The supervisory area of the County Administrative Board of Norrbotten extends over Västernorrland, Jämtland, Västerbotten, and Norrbotten counties. The supervisory objects are municipalities and regions belonging to these counties, as well as state authorities and individual operators based in any of these counties, unless they fall under the supervision of another authority. The current supervisory area has been in place since December 1, 2021, and the work to develop the supervisory work is an ongoing process.

You will belong to the community protection unit where many different assignments and competencies are gathered. The unit's overarching goal is to create conditions for a sustainable, safe, and secure Norrbotten. To achieve this goal, the unit works on assignments in areas such as accident protection, crisis preparedness, civil defense, security protection, and adaptation to a changing climate.

About the role

You will be part of a collaboration characterized by humility and development. Together with your colleagues, you will take significant responsibility for the supervisory work. This will include:

• handling supervisory cases by planning, implementing, and deciding on measures within the framework of the supervisory assignment
• writing decision drafts and presenting decision materials
• following up on operators' security protection work after completed supervision
• conducting consultations, supervisory visits, and guidance conversations
• preparing referral responses and statements
• coordinating working groups, training, and seminars
• participating in development work and representing the County Administrative Board in networks, projects, and working groups, both regionally and nationally

About you

We are looking for someone with high integrity and security awareness who wants to contribute to Sweden's security. You are a structured, analytical, and meticulous person who has an unpretentious approach to collaborating towards set goals. The tasks are often performed individually, so you also need to be able to work independently and take your own initiatives. You are comfortable speaking in front of groups and can therefore provide information and training as part of our guidance assignment. You find it easy to build good relationships and contribute to a workplace where we thrive and develop. The County Administrative Board places great importance on your personal qualities.

We need you to have:

• a relevant higher education degree or other post-secondary education that we, together with experience, assess as equivalent
• several years of experience in relevant fields such as security protection, supervision, case management, or investigation
• good ability to communicate clearly, simply, and understandably both orally and in writing in Swedish
• experience in coordinating assignments and training
• a driver's license for passenger cars

It is an advantage if you have:

• experience handling confidential and security-classified information and documents
• experience interpreting and applying laws and regulations
• experience in supervisory work
• experience in security protection work
• knowledge of security protection legislation, related regulations, and guidelines
• knowledge of signal protection
• knowledge in areas such as information security, physical security, or personnel security

We use a six-month probationary period.

If you are called for an interview, you may be asked to complete a work sample.

Since some jobs with us require security clearance, you may need to undergo a security review before employment. This includes a security interview and background check. For certain positions, Swedish citizenship is required.
