Who are we?
On the Security and Safety Department, we are ten people who together form a strategic and operational support for all the municipality's operations in matters concerning security, civil preparedness, crime prevention, safety work, welfare crimes, and insurance.
Together, we contribute to making a difference and create the conditions for Norrköping Municipality to meet the requirements and expectations for our areas of responsibility.
A deteriorating security situation places increasing demands on the municipality's security work. The Municipal Executive Board has the ultimate responsibility for the overall safety and security work in the municipality.
The security work at the municipality presupposes that the department develops in step with, among other things, new requirements and conditions, and ensures that our strategies are adapted to the current external situation. The working group has a clear focus on making security thinking and a well-functioning security work accessible and clear throughout the entire municipality.

One of the main tasks is to function as support, and we have a functional responsibility in the municipality's operations and companies within our areas of work. In your work, you will have both support and sounding boards from both the manager and colleagues.
We are now looking for a preparedness strategist with a focus on crisis preparedness. In light of the new law on the basic preparedness of municipalities and regions (LKRB), you will have a key role in securing our robustness in the face of peacetime crises and heightened readiness.
Your tasks
As a preparedness strategist, you are responsible for developing the municipality's crisis preparedness and crisis management capabilities. You work strategically to ensure the municipality meets increased requirements and expectations within the crisis preparedness area.
An important part of the role is to be the exercise and training leader for the entire municipal group. You plan, conduct, and follow up on training and exercises that strengthen both individuals' and operations' capabilities in crisis preparedness and war organization.
You are responsible for creating engaging learning situations where participants have the opportunity to translate theory into practical skills. You also contribute to ensuring quality, delivery security, and collaboration within crisis preparedness and civil defense.
The role also involves developing collaboration with authorities, business life, and other actors to strengthen the municipality's ability to conduct socially important activities.
In addition to this, the role includes among other things:
Collaboration: with, for example, the County Administrative Board, the Swedish Armed Forces, municipalities, regions, and business life.
Safety points: requirements regarding placement, equipment, and organization.
Risk and vulnerability analyses: lead the municipality's annual RSA work to identify and reduce vulnerabilities.
Who are you?
We are looking for you who have an academic degree in, for example, behavioral science, social science, political science, pedagogy, or risk management with a focus on societal security. Alternatively, you have other education and relevant work experience that is assessed as equivalent.
You have experience in planning and conducting training initiatives and preferably experience with digital training platforms. It is meritorious if you have worked in a politically governed organization and driven complex issues.
Meritorious is also experience of:
crisis management and civil preparedness
development and follow-up of governing documents and plans
RSA, continuity management, and crisis leadership
LEH (LKRB), LSO, and Excel
As a person, you are proactive, structured, and results-oriented. You have good communicative and pedagogical skills and enjoy training and collaborating with others. You can work both independently and together with others, take initiative, and are eager to build new relationships and networks.
You express yourself well in Swedish, both orally and in writing.
Since the position is placed in a security class, a security check according to the Security Protection Act will be conducted before employment. In the long term, the position may also involve preparedness service as a service person in readiness, an important task to strengthen the municipality's security around the clock.
