Who are we?
On the Safety and Security Department, we are ten people who provide strategic and operational support to the municipality's operations within security, civil preparedness, crime prevention, safety, welfare crime, and insurance.
Together, we create the conditions for Norrköping Municipality to meet the requirements within our areas of responsibility.
A deteriorating security situation places increasing demands on the municipality's security work. The Municipal Executive Board has the ultimate responsibility for the municipality's overall safety and security work.
The security work requires that the department develops in line with new demands and that strategies are adapted to the external environment. The working group clarifies the importance of security thinking and a well-functioning security work.
The Safety and Security Department works in an open and positive environment with great job satisfaction and community. Our areas of responsibility are highly current, which means high delivery requirements.
One of the main tasks is to function as support and have functional responsibility in the municipality's operations and companies within our areas of work. You will receive support and a sounding board from your manager and colleagues.
We are now looking for a Preparedness Strategist to develop the municipality's civil preparedness. In light of the new law on municipalities' and regions' basic preparedness (LKRB), you will have a key role in strengthening our robustness in the face of peacetime crises and heightened readiness.
Your responsibilities
As a Preparedness Strategist, you have overall responsibility for building a functional and equal preparedness capability throughout the municipal organization.
You work strategically to ensure the municipality achieves the two-week goal, which means ensuring sustainability in socially vital operations such as drinking water supply, schools, healthcare, and social care.
Your main areas of responsibility are strategic development, where you, together with the group, work with governing documents, implementation, and follow-up of the municipality's plans and preparedness measures.
You support the municipality's operations in developing operational capacity according to LKRB through collaboration with preparedness coordinators.
You develop plans for reserve supply, crisis communication, and safety and gathering places, and coordinate alternative supply solutions.
In addition to your main areas of responsibility, you are involved in the unit's other areas of responsibility:
- Training and exercises: planning and conducting war games as well as training for politicians, managers, and employees.
- Safety points: requirements regarding location, equipment, organization, etc.
- Collaboration: with, among others, the County Administrative Board, the Swedish Armed Forces, municipalities, regions, and business life.
- Risk and vulnerability analyses: lead the work with the municipality's annual RSA to identify and remedy vulnerabilities in operations.
- Signal security: responsibility for the municipality's signal security organization.
- Security protection: security protection work for the entire municipal group.
Who are you?
We are looking for you who have an academic degree in, for example, behavioral science, social science, political science, crisis preparedness, or risk management with a focus on societal security. Alternatively, you have other education and relevant work experience that the employer considers equivalent.
To succeed in the role, we see that you have knowledge and insight into total defense. We would like you to have worked in a politically governed organization and have experience in developing, writing, and following up governing documents.
We consider it meritorious if you have:
- Experience in security protection work.
- Experience in crisis management and civil preparedness, and preferably work in connection with a crisis.
- Knowledge within RSA, continuity management, LEH (LKRB), and LSO.
As a person, you are proactive and results-oriented. You have high communicative skills and enjoy collaborating with others.
To thrive in the role, we see that you can drive and gain traction for complex issues.
We place great emphasis on your personal qualities, where analytical and pedagogical skills are particularly desirable.
You enjoy working in teams, but also in a goal-oriented and independent manner.
You collaborate easily and take initiative for new professional relationships and networks within and outside the municipality. You are used to driving several projects simultaneously with several actors.
You have good knowledge of the Swedish language and good ability to express yourself well in speech and writing.
The position is classified in a security class, meaning the employment is preceded by a security clearance in accordance with the Security Protection Act.
