Who are we?
At the Security and Safety Department, we are ten employees who provide strategic and operational support to the municipality's operations within security, civil preparedness, crime prevention, safety promotion, welfare crime, and insurance.
Together, we contribute to making a difference and create the conditions for Norrköping Municipality to meet today's and tomorrow's requirements within our areas of responsibility.
The changing security situation places increasing demands on the municipality's security work. The Municipal Executive Board has the overall responsibility for safety and security work, and the department continuously develops methods and strategies based on changed legislation, new requirements, and the external environment. We work to strengthen the security mindset and a well-functioning security work throughout the municipality.

We are now looking for a Security Strategist with a focus on welfare crime. The function is established, and the recruitment aims to further strengthen the municipality's work in this area.
Your Responsibilities
As a Security Strategist with a focus on welfare crime, you are responsible for the strategic development of the municipality's work against welfare crime. Together with your closest colleague, you ensure that the municipal group – both administrations and companies – have methods and capabilities to prevent, detect, and handle welfare crime.
You are a specialist, advisor, and knowledge carrier for the municipality's operations and companies. The role may also involve investigating criminal suspicions.
You develop the competence of politicians, managers, and case handlers in understanding, detecting, and handling welfare crime. Together with your colleagues, you develop governing documents, routines, and instructions, follow up on the work, and ensure that the municipality has effective control mechanisms.
You monitor legislation, the work of other public actors against welfare crime, and criminal patterns to develop strategies and methods that strengthen the municipality's resilience.
Through systematic follow-ups, you identify deviations, initiate internal investigations, and ensure that deficiencies are addressed in collaboration with operations and relevant authorities.
Together with your colleagues, you coordinate the municipality's internal, regional, and national work against welfare crime through established forums and working groups.
In addition to the main assignment, you also contribute within:
- security and safety work together with the department's security and safety strategists
- municipality-wide investigation and development work to identify and counter irregularities, negligence, and other criminality
- development of the municipality's methods based on new legislation within security, welfare crime, and safety issues
Who are you?
We are looking for you who have an academic degree in, for example, behavioral science, social science, political science, or risk management with a focus on societal security. Alternatively, you have other education combined with relevant work experience considered equivalent.
To succeed in the role, you have experience in investigation, follow-up, and analysis work, as well as several years of strategic work within the public sector, investigative activities, or auditing. You have a good understanding of municipal governance, public procurement, and relevant legislation.
It is meritorious if you have experience in work against welfare crime, crime prevention, or criminal investigation. We would like you to have experience from a politically governed organization and the ability to drive and create hearing for complex issues.
As a person, you are proactive, results-oriented, and communicative. You enjoy collaborating with others while working independently and goal-oriented. We place great emphasis on analytical and pedagogical ability.
You build and develop professional relationships and networks both within and outside the municipal organization. You express yourself well in Swedish, both orally and in writing.
Since the position is placed in a security class, a security check according to the Security Protection Act will be conducted before employment. In the long term, the position may also involve standby service as a standby person, where you contribute to strengthening the municipality's security around the clock.
