Länsstyrelsen Skåne (The County Administrative Board of Skåne) is a state authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the county based on regional conditions. Within our assignments, we work with advisory services, permits and supervision, plans and strategies. We manage nature areas and distribute financial support. We collaborate with actors throughout the county.

We have approximately 600 employees and offices in Malmö and Kristianstad.

Description

Länsstyrelsen Skåne is now seeking a temporary water case officer for the Water Unit within the Department of Nature and Water. Your workplace will be at our office in Malmö. The appointment is a temporary position until 2027-01-31 with a possible extension. Start date as soon as possible according to agreement.

The Water Unit collaborates closely with the Fisheries and Restoration Unit and the Water Strategic Unit. Together, we work broadly with water issues in the county, such as restoration of aquatic environments, fishing, supervision of water activities, grants for local water protection projects (LOVA), liming of acidified waters, drinking water protection, as well as the production of knowledge and planning materials, environmental monitoring, and water management. Our common task is to protect, restore, and develop our aquatic environments and to contribute to the fulfillment of environmental and fisheries policy goals. The units have a total of approximately 40 employees with various educational backgrounds. Among our staff are limnologists, marine biologists, fisheries biologists, physical geographers, environmental scientists, conservation engineers, agronomists, and geologists.

Responsibilities

The Water Unit handles various water activity cases according to the Environmental Code. Our cases can involve many different types of activities that affect water: filling, excavation (e.g., during stream restoration), hydropower plants, land drainage, drainage companies, coastal erosion, major infrastructure projects, water protection, and abstraction of surface or groundwater for drinking water or irrigation.

You will primarily work with groundwater issues, but also contribute to the Water Unit's other areas of work as needed. In this role, you will have many contacts, including with municipalities and municipal companies, businesses, landowners, consultants, SGU (Swedish Geological Survey), SGI (Swedish Geotechnical Institute), Trafikverket (Swedish Transport Administration), Naturvårdsverket (Swedish Environmental Protection Agency), Jordbruksverket (Swedish Board of Agriculture), the Land and Environment Court, the Swedish Agency for Marine and Water Management, other county administrative boards, and the general public.

The work includes, among other things, handling consultation cases, participating in permit assessments in the Land and Environment Court, supervision according to the Environmental Code, collaboration in major infrastructure projects, and handling reports from the public.

A large part of the work concerns groundwater abstraction and its impact on protected areas and the surrounding environment, for example, at rock quarries and irrigation abstractions. You will also work with issues related to water protection areas, water supply, and other groundwater-related questions. In this role, you can also serve as an internal support resource in these areas.

Qualifications

We are looking for you who have a university degree in geology or another natural science university education with a focus on geology and groundwater. You have experience working with environmental and quantitative groundwater issues. You should also have basic knowledge of assessment and supervision according to the Environmental Code. Authority experience in this area is meritorious. A valid B-class driver's license is required for the position.

You are structured, can take initiative, and have good skills in prioritizing and communicating in a pedagogical manner. You must be confident and secure in your role as an authority representative because the cases you handle are often complex with many conflicts of interest. Security Clearance

Länsstyrelsen has an important coordinating role in the event of societal disruptions, and therefore we place high demands on our employees' awareness of security and confidentiality. Some of our positions are security classified and may also involve war-time placement at the authority, which means that a security check needs to be conducted before a decision on employment is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
