We are looking for an IT Procurement Specialist for a state-owned actor within energy production and district heating.

This is a consulting assignment. The location is Stockholm.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

We are seeking a Procurement Specialist & Manager within IT Procurement for a consulting role at a state-owned energy company. The role is responsible for leading and coordinating IT procurements within a larger program, including the procurement of IT hardware, software, services, and digital solutions that support future operations. The role works closely with the project organization and IT function, focusing on strategic purchasing, supplier management, contracts, and long-term sustainable solutions.

Responsibilities

  • Responsible for the complete delivery of IT procurements within the program, from sourcing strategy to contract award, in accordance with the project's procurement plan and current decision mandates.
  • Develop and implement procurement strategies for IT solutions that meet the project's specific needs, including regulatory requirements, cyber security, and long-term operational sustainability.
  • Lead supplier search, evaluation, commercial negotiations, and contracting of complex IT and digitalization packages with a focus on business sense, lifecycle cost, and supplier risk.
  • Ensure that IT procurements are coordinated with the project's overall schedule and milestones in close collaboration with the technology, construction, commissioning, and business organizations.
  • Act as the main contact for IT procurement towards IT/OT, Category Management, the technology organization, cyber security, legal, ESG functions, EPC partners, and strategic suppliers.
  • Ensure that all documentation related to IT procurements is correct, traceable, and audit-proof, including procurement documents, contracts, orders, evaluations, and supplier follow-ups.
  • Identify, analyze, and manage risks associated with IT procurements, such as long lead times, integration challenges, regulatory changes, and supplier dependencies, and follow up on these within the project's RAID process.
  • Prepare decision materials and report status, risks, supplier performance, and upcoming critical decisions to the Contracting & Procurement Lead, IT leadership, and the project's steering groups.
  • Participate in cross-functional coordination meetings as well as internal work meetings.

Requirements (OBS, mandatory)

  • At least 5–7 years of experience in strategic IT purchasing or IT Procurement.
  • Documented experience in negotiating and managing large and complex IT contracts.
  • Experience in supplier evaluation, supplier management, and follow-up.
  • Experience in procurement within regulated operations, for example related to NIS2, cyber security, or other regulatory compliance.
  • Very good knowledge of procurement processes and strategic purchasing.
  • Good understanding of IT hardware, software, cloud services, and digital solutions.
  • Knowledge of supplier evaluation, contract negotiation, and commercial risk management.
  • Good familiarity with working in procurement systems and digital procurement tools.
  • Ability to work structured in a complex project environment with high tempo and many parallel activities.
  • Master's degree in economics, finance, law, or another relevant field.
  • Very good proficiency in Swedish and English, both spoken and written.

Merits

  • Experience from large investment projects (CAPEX).
  • Additional language skills are meritorious.

Personal Qualities

  • Ability to monitor and report key figures related to supplier and purchasing performance.
  • Ability to navigate a complex project organization with many internal and external stakeholders.
  • Willingness to travel when necessary within the scope of the assignment.
