HR Specialist at Östra Göinge Municipality
Östra Göinge Municipality, with just over 13,800 residents, is centrally located in southern Sweden. Here, the open agricultural landscape meets the green forested areas. The HR department consists of 7 employees with various roles, such as HR Specialist, Negotiation Strategist, Head of Staffing, Digitalization Strategist, and System Administrator. We work across all business areas, although there is some specific focus within certain areas. We are now looking for an HR Specialist.

Job Responsibilities
At Östra Göinge, we believe that people and operations develop when they receive the right support. For us, HR is about steering, support, and service, with the majority being support. We are not here to point out rules from the sidelines. We are here to help our managers succeed in their employer duties. As an HR Specialist, you will become an important part of creating the conditions for this every day.
Most people who have worked with HR know that reality is rarely as simple as the law books sometimes make it appear. A manager comes with a problem. An employee has a different perspective. The operation needs to function today, while relationships and the work environment must function tomorrow. Somewhere in the middle of all this, HR exists, and we are looking for an HR Specialist who thrives right there.
You will work closely with our managers and leadership group, guiding them on issues concerning the relationship between employer and employee. You interpret laws and agreements, handle labor law cases from start to finish, and contribute to making complex questions understandable in everyday life.
You help create structure by developing guidelines, routines, and support materials. You contribute to developing our way of working by translating what is stated in laws and agreements into something that actually works in practice. The role also includes cooperation and negotiations with our trade union partners, as well as developing and conducting training for managers.
The work includes tasks that are developmental, challenging, and sometimes more routine, and it is precisely this breadth that makes the role interesting. You will become part of an HR team with short decision-making paths, high trust, and a shared responsibility for truly supporting the operations.

Qualifications
We are looking for you who have an academic degree in the field of Human Resources, Work Life, Personnel Science, or equivalent. You have a few years of experience in qualified HR work and are accustomed to independently supporting managers in employer-related issues. You have good knowledge of labor law and experience in handling labor law cases, negotiations, and cooperation.
You express yourself well in Swedish, both orally and in writing, and can transform paragraphs, agreement texts, and guidelines into something that is actually understandable and usable.

You also need to be comfortable with the fact that many HR questions start with the words "It depends." Not because you are unsure, but because reality is complex, people are different, and good HR work requires more than standard answers.
