About the Personnel Department at the Air Combat School (LSS)
The Agreement on Stationing Abroad for Workers with International Work Obligations in the Public Sector (U-STAT) is a government agreement used for overseas service. The U-STAT function is named LSS HR INT and is located under the personnel department, which is part of the unit's staff. The primary task of the personnel department is to support and train the unit's managers, staff, and students within the HR field. Part of the unit's operations are located abroad, where the personnel department's international function (LSS HR INT) serves as support to employees and their managers who are traveling or stationed abroad for work. LSS HR INT coordinates all of the unit's overseas services with U-STAT agreements (formerly URA agreements), and the team consists of a function manager, two case handlers, and an administrator. The coordination of overseas service is carried out in collaboration with the operational responsible function school within LSS.
Main Responsibilities
In the role of Function Manager, you will develop and influence methods and processes, as well as functionally lead case handlers and administrators.
- Lead, develop, ensure, and follow up that the U-STAT function operates efficiently and with high quality.
- Train the unit's managers and employees about the U-STAT agreement and the function area.
- Functionally lead and support the team.
- Keep up to date with internal and external guidelines, such as legislative changes or changes in agreements affecting the U-STAT agreement.
- Collaborate with other authorities such as the Swedish Agency for Government Employers (Arbetsgivarverket) and the Swedish Social Insurance Agency (Försäkringskassan).
- Establish and maintain good contact and collaborate with international actors.
- Establish local routines and governing documents based on current agreements.
- Drive long-term and short-term planning as well as economic budgeting and follow-up regarding costs for personnel abroad.
Currently, the head of the personnel department exercises personnel responsibility for the entire department, including the LSS HR Int team. In the long term, there are plans for you, as Function Manager LSS HR Int, to exercise direct line management and personnel responsibility for the team, which means that line management and personnel responsibility will be included in your main responsibilities in the future.
Qualifications
- University degree in HR, behavioral science, social science, or other education assessed by the employer as equivalent.
- At least 5 years of current experience in qualified and broad work within the HR field, or another area assessed by the employer as equivalent.
- Experience in interpreting and applying laws and agreements.
- Experience working and driving issues in a complex organization with a strong focus on cooperation and collaboration.
- Experience leading work and having responsibility for an area or function within the HR field, or another area assessed by the employer as equivalent.
- Very good ability to express yourself in Swedish and English, both orally and in writing.
- Good knowledge of the Office package.
- Valid driver's license (Category B).
