In Norberg, you will have a central role where you work closely with the Municipal Manager, the executive team, operations, and elected officials. In a small organization with short decision-making paths, you will have the opportunity to coordinate municipality-wide steering processes, create structure, and contribute to well-founded decision support that supports the municipality's development.

About the Workplace

The Municipal Executive Office brings together the municipality's overarching functions, including management support, committee administration, HR, digitalization, crisis preparedness, business development, and communication.

The municipality is facing an important development phase as a joint Municipal Technical Association is to be integrated into its own organization. As a Process Leader, you will become part of this development work and contribute to developing and coordinating municipality-wide processes and working methods.

About the Position

The role is broad and development-oriented. You work across the municipality and coordinate processes that affect several operations and functions. The role combines strategic coordination with operational responsibility – you prepare materials, drive processes, and provide qualified support to management and administration. In a smaller organization, this means you will have a varied daily routine with significant personal responsibility and good opportunities to influence how the municipality's working methods and processes develop over time.

You report to the Department Manager for Society, Service, and HR, who also serves as the Deputy Municipal Manager.

In the role, you will among other things:

  • coordinate and develop the municipality's budget and follow-up processes
  • drive the work with operational planning, goals, forecasts, and analyses
  • ensure a cohesive structure for planning, follow-up, and reporting
  • develop and coordinate processes, templates, and working methods for quarterly reviews, interim reports, and annual accounts
  • develop the use of Hypergene and other digital working methods for planning, follow-up, and analysis
  • develop the municipality's steering model and a more cohesive and efficient steering system

Qualifications and Competencies

We are looking for you who have an academic education in, for example, economics, political science, public administration, or law.

We are looking for you with experience in driving and coordinating complex processes with many stakeholders, as well as experience in qualified work within analysis, follow-up, budgeting, or operational management. You have worked in a politically governed organization or another operation with several decision levels. You also have experience in system administration, system development, or the development of working methods in digital business support.

It is merit-based if you have experience with municipal economic and goal steering, Hypergene, or similar decision support systems, as well as business development, quality work, or risk analysis.

You have strong analytical skills and a good holistic view where you see connections between economy, operations, and steering. You can make complex issues understandable to different target groups.

You collaborate naturally with others and build trust-based relationships, while also enjoying working independently and driving processes forward with structure and endurance. You have the ability to handle several parallel processes and create progress even in a changing daily routine.
