About the Swedish Prison and Probation Service (Kriminalvården)

The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will become safer and more secure for everyone. We are the agency responsible for prisons, probation, remand prisons, and client transport.

You will become a key person in our work to ensure that our IT development environment is modern, scalable, and close to business operations. You drive strategic choices regarding architecture, methods, and tools and ensure that our development teams have the right conditions to deliver high-quality solutions. The role is technically deep and business-oriented, with a focus on creating long-term value.

Job Description

As a Strategic Development Expert, you operate in the interface between business and IT and ensure that our digital solutions support the agency's strategic goals. Your task is to standardize methods and tools to increase speed and quality in development, reduce costs and technical debt through unified architecture and reuse, and reduce risks through standardized working methods (security, operations, law). You future-proof through modernization and innovation and create independence by avoiding so-called vendor-lock-in. Your role includes raising the competence level and change capability in the organization by supporting our ongoing deliveries and anchoring and communicating the value of the architecture to different target groups.

You work together with other roles to drive the architecture work forward – from strategic decisions to practical implementation. By creating clear guidelines and promoting collaboration, you contribute to IT becoming an enabler rather than a bottleneck.

Qualifications

We are looking for you who are strategic and have a broad perspective on issues. You have the ability to think long-term and easily gain a holistic view of situations. You are stable and maintain a realistic perspective in questions and situations where you also focus on the right things. Furthermore, you are pedagogical and have a good ability to adapt your message to the recipient. You are good at coordinating groups and creating a sense of involvement, which also contributes to increased engagement. You are confident and lead and motivate others. Finally, you are somewhat of a relationship builder. You are good at maintaining relationships and are social and outgoing in professional contexts.

To thrive and succeed in your assignment, it is important that you share the Prison and Probation Service's fundamental values regarding a human view of people, respect for the individual, and the belief that humans are capable of development. You are also aware of and have an understanding of how background, culture, and group affiliation affect yourself and others. We are looking for you who have:

  • Post-secondary education in IT or technology, or alternatively other education combined with experience that the Prison and Probation Service deems relevant
  • Experience with solution architecture
  • Several years of documented experience in strategic development work
  • Work experience in change management and/or project management
  • Many years of experience working as a developer
  • Worked as a manager for large development organizations and experience in understanding and immersing yourself in the business's needs and translating this into clear and pedagogical goals
  • Very good knowledge of application development and maintenance
  • Very good knowledge of business development and business architecture
  • Very good knowledge of agile system development
  • Very good ability to express yourself orally and in writing in Swedish and English

The following are also meritorious:

  • Certification in architecture
  • Documented leadership training
  • Experience working in an agency or public sector activity that the Prison and Probation Service deems relevant
  • Knowledge and understanding of security in system development
