Digital development is a crucial part of our societal mandate at the Swedish Migration Agency. Our IT solutions need to be secure and stable, while simultaneously being able to evolve alongside the changing needs of our operations. Success requires individuals who can see the big picture, build consensus, and translate complex needs into actionable development.
We are now looking for a Development Manager who wants to take a key role in this development.
Here, you will become a strategic force in the meeting point between operations and IT. You will contribute to ensuring that the right initiatives are implemented, at the right time, and for the right reasons. By fostering dialogue, building relationships, and supporting prioritization, you will help both the operations and our product teams make well-founded decisions that create long-term value.

Responsibilities
As a Development Manager, you will work closely with business representatives, product owners, and other key stakeholders to build consensus regarding development needs and priorities. You are a key enabler who ensures that business needs are translated into clear foundations for decision-making and development.
In this role, you will, among other things:
- collect, analyze, and structure business needs for prioritization and planning
- support product owners by clarifying business benefits, consequences, and dependencies
- contribute to planning business development initiatives based on IT product goals, capacity, and development plans
- lead and facilitate dialogue between operations, product owners, and other stakeholders
- create understanding of how technical investments contribute to business goals and long-term development
- communicate opportunities, limitations, and priorities in a clear and trust-building manner.
We are looking for someone who has
- several years of experience leading or coordinating development work in complex organizations
- experience in business development, needs analysis, or requirements work in close collaboration with IT
- a good understanding of agile ways of working, product management, and prioritization
- experience in translating business needs into decision support and development initiatives
- excellent proficiency in Swedish, both verbal and written.
It is an advantage if you have experience from the public sector or other politically governed operations, as well as knowledge of regulations such as GDPR, the Public Procurement Act (LOU), and the Act on Electronic Signatures (DOS-lagen).

You have a strategic approach and thrive on building consensus among different stakeholders. At the same time, you are analytical and have the ability to translate complex issues into concrete and actionable solutions.

Terms of Employment
Location: Norrköping
Employment Type: Permanent position with a six-month probation period.
Start Date: By agreement.
Working Hours: Full-time.
Remote Work: Possibility of some remote work based on operational needs.
Salary: Individual salary setting.
