Håbo Municipality is looking for a strategic, secure, and development-oriented Chief Administrative Officer who wants to help shape the future of Håbo – a municipality for all of life.

As Chief Administrative Officer, you will have a central role in the municipal executive board and become a key figure in ensuring a legally secure, efficient, and modern municipal administration.

Your Assignment

As Chief Administrative Officer, you lead the municipality's administrative department and are responsible for operations, economy, working environment, and employees within the department.

But the assignment is about much more than that.

You play a central role in developing the municipality's governance, democratic processes, and legal security. You ensure that the political decision-making process functions efficiently and with high quality, and contribute to creating good conditions for the municipality's elected officials, managers, and employees.

You are responsible for and develop the municipality's work in areas including:

• Committee administration and case handling
• Law and legal security
• Public access and confidentiality
• Registry and archives
• Quality and governance
• Operational development and digitalization
• General elections

The role involves leading an operation with broad scope and many contact points. You work closely with the Municipal Manager, are part of the leadership group of the Municipal Executive Administration, and collaborate daily with both political leadership as well as the municipality's managers and employees.

Are an experienced leader with a good understanding of the municipal mandate and the interplay between politics and administration.

You have the ability to combine strategic thinking with operational execution and thrive in a role where you get to create structure, develop working methods, and drive change together with others.

You are confident in your competence, unpretentious in your approach, and have an easy time building trust. Through your leadership, you build engagement, clarity, and collaboration. You are a role model, show care, and inspire and motivate your employees. You are clear in your leadership style and have a coaching approach. You lead with trust, delegate with confidence, and create engagement by showing direction and meaning. You value collaboration and contribute to a culture where we work together for the benefit of the municipality and its residents.

We are looking for you who have the following qualifications:

• Academic education in law, public administration, or other relevant education
• Several years of experience in qualified work within municipal operations
• Good knowledge of the Local Government Act, the Administrative Procedure Act, and the Public Access to Information and Secrecy Act
• Experience in managerial or leadership roles
• Very good ability to express yourself in speech and writing

The position is classified for security, which means that a security check with registry control will be conducted according to the Security Protection Act (2018:585) before employment. The employment presupposes a passed security check. The position requires Swedish citizenship.
