Unit Manager for Procurement and Tendering

The Management Office of Uppsala County Council is part of Region Uppsala, one of the largest employers in Uppsala County. The Management Office is led by the Regional Director and consists of approximately one thousand employees. With a governing, supportive, and coordinating role, the Management Office is tasked with supporting the political leadership and administrations so that the political direction is reflected in the region's various operations. In this way, Region Uppsala can assume its role, both regionally and nationally.

Our Operations

Region Uppsala has a central department for procurement and logistics that, in addition to the region's own tenders, is also responsible for conducting tenders and supplying five regions with consumable materials on behalf of the Goods Supply Committee. Total procurement amounts to approximately 10 billion SEK per year. We also collaborate with other regions within the Healthcare Region Central Sweden in joint tenders.

The department currently consists of about 60 employees, of which approximately twenty are tendering specialists, while the rest work as purchasers, logisticians, and within specialist and support functions. We currently have a well-functioning operation, but we also see opportunities to further streamline and develop our working methods in the coming years.

Your Role

• You have full responsibility for personnel, budget, and operations, and you drive development through a coaching and inclusive leadership style within the unit.
• You are also part of the department's management group and contribute to operational development within the department.
• As Unit Manager, you are expected to actively guide strategic tenders to develop the procurement and tendering operations together with your 11 employees in the unit.
• You are also a member of the Academic Hospital's Procurement Council as a representative for the unit.

Your Qualifications

Requirements

• University degree in economics or engineering.
• Extensive experience from procurement within the public sector.
• Previous leadership/managerial experience with responsibility for personnel, budget, and work environment.
• Very good Swedish and English skills, both spoken and written.
• Experience with category-managed working methods within procurement.
• Experience with both goods and service tenders.
• A driver's license (class B minimum) is required as travel is part of the role to some extent.

Merits
