About the role
As a personnel specialist in labor law and employer support, you play a central role in the agency's work to ensure lawful, professional, and sustainable employer practices. You work both operationally and strategically with qualified labor law issues and personnel matters, serving as a key support to managers and operations in employer-related questions.
In this role, you are responsible for processing and coordinating qualified labor law cases. The work includes, among other things, personnel matters related to labor law regulations, labor law investigations, whistleblower cases, and cases to be handled by the Personnel Responsibility Board (PAN). You prepare cases, develop decision materials, draft minutes and other documentation, and ensure that the processing is conducted in a legally secure, professional, and efficient manner.
You provide qualified support and advice to managers on labor law issues and contribute to the correct and uniform application of legislation, collective agreements, and internal guidelines within the operations. The assignment also includes conducting negotiations and collaborating with employee organizations and safety organizations on matters concerning the employer area.
The role involves close cooperation with the Chief Negotiator and other functions within the personnel area. Together, you contribute to developing and managing processes, routines, and working methods that strengthen the agency's employer support. You are also expected to contribute to creating long-term continuity, redundancy, and knowledge transfer within the labor law and employer area, which is a crucial prerequisite for sustainable operations.
You will belong to the Division of Common Functions, established on April 1, 2025, and consisting of approximately 150 employees. The division brings together the agency's support and development functions within finance, analysis, procurement, facilities, customer service, communication, personnel, and development. The division is in a development phase where coordination, common working methods, and operational development are in focus.
The Personnel Unit, where you will be placed, is part of the division. The unit consists of approximately 20 competent, engaged, and motivated employees responsible for the agency's work on employer issues, competence supply, recruitment, payroll, follow-up, reporting, and statistics. The work is characterized by collaboration, high professionalism, and a shared focus on providing qualified and operationally close support. As a personnel specialist, you will have the opportunity to contribute to both daily operations and the continued development of the agency's employer support, processes, and working methods.
Other tasks within the personnel area may also occur in the role based on operational needs.

Requirements
- University degree in the personnel field with a focus on labor law or other education deemed relevant by the employer
- Several years of experience in qualified personnel work with a focus on labor law
- Experience in processing labor law personnel cases
- Experience in conducting or coordinating labor law investigations
- Experience in negotiations and collaboration with employee organizations
- Good knowledge of labor law and public administration
- Good ability to express yourself well in speech and writing in Swedish
- Good administrative skills and experience with legally secure documentation in sensitive cases.

The position is permanent with placement in Norrköping, Örebro, or Borlänge. Appointment according to agreement. We normally apply a probationary period. Opportunities for remote work exist based on operational needs, up to 3 days. A position with us may involve security clearance. A security investigation with register check according to the Security Protection Act (2018:585) may therefore be conducted. For some of our security-classified tasks, Swedish citizenship is required.
