The Swedish National Defence College is an internationally leading higher education institution within defence, crisis management, and security. The Swedish National Defence College educates Sweden's officers and leads the academic development of the officer profession. We conduct research in law with a focus on operational law and international law, defence systems, military science, leadership and command, military history, and political science.
About the Workplace
The position is located at the Department for Local Supply, Registry and Archives, as well as Procurement and Purchasing. The department is part of the Swedish National Defence College's operational support and is responsible for coordinating the college's support and service functions within the department's area of responsibility.
The location is in Stockholm; business travel may occur. You report directly to the Department Head.
Responsibilities
As a University Legal Counsel, you provide qualified legal support to the college management and to the operations in administrative and university law matters. You also work on developing and further developing governing and supporting documents and participate in internal information and training initiatives.
The role also includes coordinating and supporting secrecy assessments in connection with the release of public documents. You review non-commercial contracts and data processing agreements, handle cases related to the Personnel Responsibility Board, and work with other common university law issues. Examples of tasks include:
- reviewing contracts, such as agreements between higher education institutions, research agreements, and data processing agreements
- providing legal advice and expert support to operations with a focus on administrative and university law
- handling cases regarding the release of public documents according to the Freedom of the Press Act and the Public Access to Information and Secrecy Act
- answering consultations and handling supervision cases
- participating in the work of developing and improving the college's governing documents, internal rules, and policies
- participating in training, seminars, and information meetings regarding current regulations and regulatory application
- conducting internal information and training initiatives on legal matters
- other tasks may occur
Who are we looking for?
We are looking for you who have a Swedish law degree and at least three years of experience in qualified and independent legal work within the state sector. You have good experience with administrative law issues and work with public access and secrecy legislation. Experience of legal work at a university or college is meritorious, as is knowledge of the General Data Protection Regulation (GDPR), NIS 2, and AI-related legal issues.

The role involves many internal and external contacts and therefore requires good collaboration skills, clarity, and pedagogical skill. You can explain legal issues in a simple, professional, and trustworthy manner, even to people without a legal background. You work in a structured, independent, and legally secure manner, even when the pace is high and the workload varies.
You contribute to a good work environment and value collaboration, service, and responsibility. Very good ability to express yourself in speech and writing in Swedish and English is a requirement. We place great emphasis on personal qualities.
About the Employment
This is a permanent full-time position starting with a six-month probationary period.
Employment at the Swedish National Defence College will involve a security clearance for placement in a security class, which means register control and in some cases a security interview with the Swedish Security Service (Säpo).
The employment may involve war-time placement. If you are already war-time placed in your current employment at an authority and your competence is needed in the Swedish National Defence College's war organization, a negotiation will take place between the relevant authority and the Swedish National Defence College regarding where you should be placed.
