About the operations:

Within the Social Services Administration, approximately 550 employees currently work together with the mission to work preventively and supportively within both social services and care and assistance. In our operations, we have an important ongoing transition towards a more preventive, adapted, and sustainable social services. This will require new working methods as we face significant demographic challenges, while we also want to raise our quality with maintained resources.

Job Responsibilities:

As a Quality Strategist, you have a key role in developing, coordinating, and driving quality work within the Social Services Administration. You combine a strategic holistic perspective with operational execution power and are part of the staff with the mission to create structure and direction in quality and development issues at a comprehensive level.

You work closely with the administration management and operations, and based on their needs, you contribute to strengthening quality, goal achievement, and resource efficiency, always with the residents' best interests in focus. The role involves considerable freedom to shape approaches, methods, and priorities within given frameworks and goals, with special responsibility for creating context and wholeness in the quality work.

In the role, you are responsible for managing and developing our quality management system and the system support around it (Stratsys and 2c8), as well as driving the work of translating governance and processes into functioning working methods in the organization. You lead process work at a comprehensive level and are process leader for selected support and management processes, with a focus on ensuring that structures are not only developed but also gain traction in the operations.

You have a central role in developing the systematic follow-up of quality work and the administration's internal control, and in planning and conducting competence-enhancing activities for managers and employees to thereby contribute to continuously strengthening systematic quality work. By coordinating, analyzing, and putting results into context, you contribute to turning data and indicators into insights, priorities, and improvement proposals.

The assignment also includes supporting managers in handling deviations and conducting Lex Sarah investigations, with responsibility for ensuring quality, structure, and a clear learning perspective. You work at a comprehensive level to develop working methods that ensure experiences from deviations are systematically utilized and lead to long-term improvements in the operations.

In addition, you lead prioritized development initiatives and conduct qualified analyses and investigations. You prepare decision materials for the administration management and the social board and contribute to translating external demands and changes into relevant strategic initiatives. The work is carried out in close collaboration with other staff functions and relevant functions within the operations.

Qualifications:

  • Social worker (socionom) or academic education in social sciences, law, or other education that the employer deems equivalent.
  • Several years of experience in social services operations, including experience from the purchaser role and application of legislation within social services.
  • Experience in working strategically and operationally with governance and development issues in a politically governed organization.
  • Experience working with quality management systems and process control, preferably in the role of quality controller, quality developer, or operations developer.
  • Very good ability to express yourself in speech and writing in Swedish.
