Statens institutionsstyrelse (SiS) is a government agency responsible for individualized compulsory care for young people with complex psychosocial issues and for adults with substance abuse problems. SiS also implements closed youth care. We do this in youth homes and homes for adults with substance abuse issues, across the country. Job Description

At the Procurement and Tendering Section at headquarters, an ambitious and service-oriented team works, valuing good collaboration. The section's mandate includes central and overarching responsibility for steering, development, follow-up, coordination, and advice on matters concerning procurement, tendering, and contracts. We offer an stimulating work environment where you, together with other employees, contribute to SiS purchasing goods and services in a business-like, efficient, and legal manner. SiS is working to introduce category-managed procurement, which the Procurement and Tendering Section is responsible for driving and developing. The section also works continuously with training issues, providing support for good contract management within the organization, and is responsible for the agency's contract database and e-commerce system. The section is currently staffed by fifteen employees.

Due to a growing organization, the section is now expanding with more employees. We are now looking for a Procurement Lawyer to the headquarters, who will work with both classic procurement legal tasks and implementing public procurements. The work is varied and covers all issues within the procurement legal and contract law areas, as well as the practical work with planning and implementation of procurements.

In the role of Procurement Lawyer, you are responsible for among other things:

  • Procurement legal and contract law advice to the homes and headquarters.
  • Project management in the planning and implementation of procurements.
  • Review of procurement documents.
  • Implementation of legal investigations.
  • Drafting of contracts.
  • Revision of internal regulations.
  • Statements to courts in case of review.
  • Handling of disclosure of public documents.

SiS procures a wide range of goods and services, meaning no two procurements are alike. In the procurement projects you are responsible for, you will have a coordinating and driving function, and you will participate in all stages of the procurement process, from market analysis to the final contract. Participation in various working groups as well as developing training materials and holding internal training in procurement legal and contract law matters are also part of the duties. As a lawyer at the Procurement and Tendering Section, certain legal work in adjacent legal areas, such as data protection and confidentiality issues, is also included.

Qualifications:

We are looking for someone who has:

  • A Law degree comprising 270 ECTS credits.
  • Experience in procurement work, where you have independently led and implemented procurements.
  • Good knowledge of the Public Procurement Act.
  • Good knowledge of contract law and sales law.
  • Good communication skills in Swedish, both oral and written.

It is meritorious if you have:

  • Completed notarial merit.
  • Experience in project management.
  • Experience working with similar tasks in public operations.
  • Experience in drafting contract terms.

Employment:

The position is a permanent full-time position, starting with a six-month probationary period. Start date by agreement.

Location: Solna

Travel may occur to a small extent.
