We are looking for a substitute team leader for the Social Assistance Unit. The Social Assistance Unit in Falu Municipality is organized within the Working Life and Social Administration, under the Working Life section, together with the Employment Unit and two other units offering work training and internship placements. The unit is led by a Unit Manager and an Assistant Unit Manager. The unit consists of approximately 40 employees divided into four teams, currently led by four team leaders.
The Social Assistance Unit works to investigate the right to assistance and support citizens in becoming self-sufficient, based on the Social Services Act. We work with a respectful approach, aiming for individuals to achieve self-sufficiency. The Refugee Reception Center is also organized within the unit, where the work involves receiving newly arrived residents of Falun who have been granted residence permits and supporting them in settling in their new home.
Within the unit, there are several development and change projects underway, focusing on early interventions for individuals who are both close to and further from the labor market, always from a labor market perspective.

Responsibilities
As a team leader, you are part of the unit's management team, led by the Unit Manager and Assistant Unit Manager. You lead your work team together with the management team, providing the basis for ongoing quality assurance work. Quality assurance includes statistics reporting, case follow-up with social secretaries, and ongoing internal controls. You participate in and drive business development and various projects the unit is involved in.
Your main responsibilities are to lead, distribute, and plan the daily work in one of the teams. You have a supervisory role and primarily work with the employees, guiding them in their daily work in a legally secure manner according to Falu Municipality's guidelines for financial assistance. The role also involves continuously monitoring the work of social secretaries and providing feedback. You are expected to act as an expert in social assistance matters.
You are responsible for the case and processing workflow, implementation, and follow-up of processing routines. You will also make decisions in individual cases according to delegation. As a team leader, you will contribute to the team's learning and competence development, as well as development and improvement work. You are also expected to be a driving force in the current digital transition, focusing on development and learning for employees.
You are a driving force in both internal and external collaboration. Your responsibilities include continuously gathering new insights, such as research and court rulings, to ensure the unit's work is legally secure and moving forward.
Qualifications
Required for the role:
- A degree in social work or another behavioral science education that the employer deems equivalent and relevant for the assignment
- Good leadership skills, experience in leading others
- Knowledge and/or experience of working with public authority enforcement related to the Social Services Act
- Several years of experience handling social assistance and possessing very good expertise in the field
- Focus on quality assurance and follow-up work
- Knowledge and/or experience of collaboration processes
- Good ability to express yourself in Swedish, both verbally and in writing
- Good computer skills
Personal qualities
As a team leader, you have a clear leadership role in the unit. We consider it important that you have good leadership qualities, meaning you coach, inspire, and motivate employees in your daily work. You have the ability to help others grow in their roles while delegating tasks and being supportive when problems arise. It is important to have good collaboration skills and a willingness to share knowledge and experiences within the team. Furthermore, we see that you can easily build trusting relationships, are sensitive, and can resolve conflicts constructively. You should have the ability to qualitatively review employees' work at the individual and case level, provide improvement directives where needed, and follow up on these. You are responsible for both your own part and the whole, and possess good expertise in your own professional field.
To fit the role of team leader, we also see that you are structured, can organize and prioritize tasks, and set and meet deadlines. You are meticulous and well aware of goals and quality standards. In addition, we are looking for someone who is development-oriented, seeks knowledge, and wants to work in a changing environment.
Meritorious qualifications
- Leadership training/program
- Experience working in projects, processes
- Experience with e-application, Digital Employee
- Training in MI (Motivational Interviewing), motivational conversations, and/or solution-focused approach
- Experience working with quality assurance
Terms of Employment
The recruitment is for a fixed-term employment of approximately 1 year, starting 2026-08-27, with possible short-term extension.
