Responsibilities
At our organization, HR Business Partners work both operationally close to the business and across the municipality. This means you will support managers in daily HR matters while also taking special responsibility for developing and coordinating a specific focus area together with your HR colleagues. In this role, your focus will be on pay structures, salary frameworks, and benefits. You will work both strategically and operationally on issues such as salary reviews, salary mapping, salary transparency, and municipal benefits.
At the same time, like all our HR Business Partners, you are part of an operational HR team that supports several departments. Through a consultative and coaching approach, you provide support in both operational and strategic matters, including labor law, work environment, recruitment, salary reviews, rehabilitation, union cooperation, business development, and reorganizations. You work closely with our managers and are part of the department management group, where you play an active advisory role.
Here, HR should not be a silo or a solitary specialist function. Therefore, we work in teams where we support, relieve, and learn from each other. We believe in borderless collaboration, high accessibility, and shared responsibility for HR delivery. At our company, no one is expected to know everything alone — we share competence between roles and focus areas and help each other where needed.
The HR unit is currently engaged in exciting development work where we strengthen our municipality-wide working methods, develop specialist areas, and continue to build a cohesive and operationally close HR support system.
About the Workplace
The Municipal Executive Office's assignment is to lead, coordinate, and follow up on the municipality's operations. We ensure that the municipality functions efficiently and that residents receive the services they need, while simultaneously supporting elected officials and departments.
HR is part of the Support and Development division, along with the municipality's other support functions. Our mission is to deliver operational support and advice to the municipality's managers and operations. The unit also drives strategic development and monitors compliance with laws and regulations within the HR area. The unit is led by an HR Manager and consists of eight HR Business Partners, one HR Coordinator, one wellness consultant, and one administrator.
Our unit is characterized by great commitment, good collaboration, collegial learning, and we value having fun together. We are now looking for an HR Business Partner who shares our drive and engagement.
What we are looking for in you
We are looking for you who have an academic degree in HR/personnel science or other education that the employer deems relevant for the position.
To succeed in the role, in addition to the mentioned education, you have:
- experience in qualified and operational HR work
- experience working independently with salary reviews and salary mapping
- experience in union cooperation and negotiations
- good knowledge of labor law and experience supporting managers in qualified HR matters
- good ability to use HR systems and other digital tools
- very good ability to express yourself in speech and writing in Swedish.
It is meritorious if you have:
- experience in HR work within the public sector
- experience working with salary transparency
- experience in management group work
- experience working in the Sysarb platform.

You work in a structured and independent manner, have good analytical skills, and can prioritize and drive work forward in a business with many contact surfaces and parallel processes. You enjoy working flexibly to meet the business's needs.
You are confident in a consultative and advisory role, while also having the courage to challenge and steer when necessary. You have high personal maturity and good judgment, as well as an easy ability to build trusting relationships. Since we work closely together within the HR unit, it is also important that you are team-oriented, borderless, and willing to share your competence. You also have good pedagogical and communicative skills.
