The Technical and Service Administration is responsible for what makes Enköping function – from water and roads to public spaces and services. We plan, build, and manage with a focus on sustainability, quality, and the big picture.

We are now looking for an experienced Property Manager for the Property operations.

About the Unit

The Property Management Unit currently consists of ten employees: a Unit Manager, 5 Property Managers, a Technical Property Manager, a Rent Administrator, an Administrator, and an IT Systems Specialist. The unit manages nearly 270,000 m² of owned properties and 70,000 m² of rented properties. In recent years, the property portfolio has been expanded with several newly built schools and a rented municipal office building. Future challenges mainly involve the need for significantly more residential places within care services. Organizationally, the unit is part of the Property Department, along with the following units: Operations, Projects, Development, FM, and Cleaning. Property Management works closely with the other units within Property as well as Public Spaces, which maintains our outdoor environments.

Your Role

As an employer, we offer an important role in a socially vital operation and the opportunity to influence and develop the municipality's property portfolio long-term. In your job, you will make decisions and drive issues independently.

Responsibilities

As a Senior Property Manager, you are responsible for planning, steering, ordering of operations and external maintenance, and follow-up of management, operations, external maintenance, and repairs. The role entails overall responsibility for your property portfolio with a focus on long-term value creation, cost-effective operations, and high functionality for the municipality's activities.

Main responsibilities:

• Overall responsibility for the technical and economic management of your properties
• Participate in the preparation and follow-up of maintenance planning
• Order and drive some maintenance and investment projects
• Ensure efficient operations and optimization of energy use in collaboration with the operations unit and energy specialist.
• Signing and follow-up of internal and external lease agreements
• Participate in public procurement (LOU) and follow up on contractors' framework agreements
• Budget and forecast responsibility for your property portfolio, analyze the economy, and propose any necessary measures
• Responsible for regulatory requirements, inspections, and compliance
• Contribute to the development of management strategies, process development, activities, and working methods

Qualifications

Formal competence and experience:

• Relevant university education in construction/property or equivalent experience
• Several years of experience in qualified property management. Advantageous to have worked in both private and municipal sectors
• Good knowledge of building technology, property systems, and installation systems (HVAC, electrical, control & regulation)
• Documented experience in maintenance planning, ordering maintenance, and leading small maintenance projects
• Experienced in signing internal and external lease agreements and following them up
• Good understanding of LCC costs and investment assessments
• Experience with public procurement (LOU), lease law, and contract law

Personal qualities:

• Structured and analytical with good economic understanding
• Business-minded and results-oriented
• Good teamwork skills and communicator
• Advantageous if able to act as a mentor to younger colleagues
• Can make decisions and drive issues independently
