Description

As the Management Strategist for Community Development, you help shape the future of Vännäs Municipality. You develop and coordinate the municipality's overarching work with community planning, community development, and growth in close collaboration with political leadership, administrations, and external actors. You drive strategic issues related to the municipality's long-term sustainable growth.

Responsibilities

Your assignment includes leading the overarching municipal community planning and being responsible for the municipality's land supply, development, and land ownership. As Management Strategist, you coordinate the work with the municipality's comprehensive plan and other strategic physical plans. You engage in outward-facing work where collaboration with other municipalities, authorities, business life, and residents is central, and you represent and make the municipality visible in external contexts.

Vännäs is growing, with increased demand for plots for both housing and businesses. Therefore, land and development issues are an important part of your assignment. Together with the municipality's land and development engineer, you work on land allocation, purchase and sale of land, as well as other conveyance and contract issues.

You have a coordinating responsibility for investments related to the community development area. A development of the municipality's community development process supported by digitalization has begun, and you are expected to be a driving force in the continued work.

Qualifications

We are looking for you who have:

  • An academic degree, for example in community development/community planning, land surveying/real estate, architecture/physical planning, road and water/construction, or another equivalent higher education considered relevant.
  • Several years of experience from the community development area, for example physical planning, development, infrastructure, or technical administration.
  • Experience working in a politically governed organization and in complex collaboration environments where many interests must be weighed together (e.g., politics, business life, citizens, and authorities).
  • Experience working with sustainable community development in planning and implementation.
  • Documented experience in project management and driving development and change work within the community development area.
  • Good knowledge of relevant regulations, such as the Planning and Building Act (PBL), Environmental Code (MB), Local Government Act, and Procurement Act (LOU).
  • Good understanding of economic control, investments, and follow-up within the community development area.
  • Good digital competence, preferably with experience of GIS tools, such as ArcGIS.

To succeed in the role, we see that you:

  • Have a clear community commitment and translate political goals and local needs into long-term plans for the municipality's development and growth.
  • Work in a structured and analytical manner, seeing both the big picture and details, and can weigh different interests against each other in community development issues.
  • Communicate clearly and tailor-made – orally in dialogue with politicians, residents, and partners, and in writing in e.g., decision materials, plans, and contracts.
  • Build and maintain trusting collaborations internally and externally and work together with different professions to drive community development issues that contribute to the municipality's growth.
  • Drive development and improvement of community development processes and use digital methods and tools as support in planning, follow-up, and dialogue.

Conditions

Permanent position, full-time.

Start date according to agreement.

A security clearance according to the Security Protection Act will be conducted for this position prior to employment.
