Do you want to be part of developing a new legal department at the Swedish Schools Inspectorate? Currently, there is a change in the organization of the legal work at the authority. Therefore, we will establish a new legal department.

Through inspection, we play a crucial and driving role in ensuring equity and good learning outcomes in Swedish schools. Through our audits, we contribute to the development of schools so that all children and students receive a good education in a safe environment. Our operations consist of supervision, quality reviews, and permit assessments for independent schools. We are located in Stockholm, Gothenburg, Lund, Linköping, and Umeå.

We are looking for

Are you an experienced manager with strong leadership qualities? Do you feel confident in your role as a civil servant and have a strong interest in developing operations and employees? We are now looking for a Head of Legal for our new legal department.

The Workplace

The department will consist of four units with approximately 50 employees. The location for this position is Stockholm. There are employees at several of the authority's offices.

The Legal Department has overall responsibility for school law and administrative law issues, coordinating and ensuring the quality of legal positions, participating in consultations, and providing legal support to departments and regions. The authority's archives and registry will also be located within the Legal Department.

The Legal Department is responsible for the authority's court processes and cases in the Teachers' Liability Board. The Legal Department contributes to competence development within the authority regarding school and administrative law issues and is responsible on an overarching level for the authority's work on equity in legal assessments.

The Swedish Schools Inspectorate is the host authority for the Appeals Board for the School System (ÖKN), and the secretariat responsible for the preparation of ÖKN's cases will be one of the units within the department.

Responsibilities

As Head of Legal, you lead the work in the department, have personnel and budget responsibility, and are responsible for managerial tasks and other delegated duties. You have direct-reporting managers and lead the department's management group. As Head of Legal, you are responsible for proactively steering, coordinating, and developing the Swedish Schools Inspectorate's legal work together with your employees.

Since the authority is now establishing a new legal department, you will have a strong focus on organizational development, development of work processes within the department and with the rest of the authority, as well as change management.

The Head of Legal reports to the Director General and is part of the authority's management group.

The Head of Legal represents the authority in various contexts, both internally and externally.

Qualifications

You must have:

  • a law degree
  • several years of current experience in qualified legal work and legal application within the state administration
  • experience from working in court
  • several years of current managerial experience with personnel responsibility within state administration
  • experience from working at the Government Offices (Regeringskansliet)

It is meritorious to have:

  • experience leading through managers
  • experience and knowledge of school law and the Swedish education system
  • experience leading change initiatives

To succeed in the role of Head of Legal, personal qualities are crucial, and we will place great emphasis on these in our selection process.

  • is communicative and clear
  • has good collaboration skills and the ability to build relationships and trust
  • is analytical, strategic, and easily sees the big picture
  • can create trust, engagement, participation, and contribute to an open climate
  • is sensitive to the needs of the operations and has an interest in our operations

The Position

The position is a permanent full-time employment with start date as agreed. The Swedish Schools Inspectorate applies a 6-month probationary period.
