What will you be working on?
We are looking for you who can work on developing and creating supervisory guidance for municipalities, county administrative boards, and the Swedish Police Authority in their mission to perform supervision and permit assessments according to the provisions in the Alcohol Act, the Act on Tobacco and Similar Products, and the Act on Smokeless Nicotine Products. The work includes:
- Conducting legal investigations and following legal precedent within relevant legal areas.
- Providing advice and support.
- Performing follow-up on municipalities' supervision and permit assessments, as well as coordinating local and regional supervision.
Furthermore, you will:
- Participate in work with regulations, prepare official responses, and support the unit/department in legal matters.
- Collaborate with other authorities and participate in various internal and external meetings.
- Participate in other tasks within the unit's area of responsibility and operations, such as developing work processes, reviewing texts, and monitoring the external environment.
Travel is included in the position.
Who are we looking for?
Requirements for the position:
- Law degree/completed law education of 270 higher education credits (hp).
- Several years of experience as a lawyer within the public sector.
- Experience working within the public sector with supervision or supervisory guidance.
- Experience writing texts with legal content, for example, through handling supervision cases, creating supervisory guidance, or answering questions within legally regulated areas.
Great emphasis is placed on:
- Experience in independent investigative work within state or other public operations.
- Experience in regulatory work, legal quality assurance, secrecy assessments, legal investigations in matters of statutory interpretation, preparing official responses and statements to courts, and decision-making.
- Experience working with advice and support towards other authorities/municipalities.
- Personal qualities such as good teamwork skills, responsibility, high integrity, holistic perspective, and good customer service.
- Very good knowledge of Swedish and English, both spoken and written.
Significant emphasis is placed on:
- Experience working at an authority/municipality with the Alcohol Act, the Act on Tobacco and Similar Products, or the Act on Smokeless Nicotine Products.
- Experience creating guiding material for authorities/municipalities.
- Experience creating material for internal and external presentations.
- Good computer skills and knowledge of MS Office (Word, Excel, PowerPoint, and Outlook).
Emphasis is placed on:
- Experience in follow-up and statistical compilation.
What does the unit do?
The Alcohol, Tobacco, and New Drugs Unit works with the Alcohol Act, the Act on Tobacco and Similar Products, and the Act on Smokeless Nicotine Products. Among other things, we provide supervisory guidance, work with the Alcohol and Tobacco Register, and the system for Knowledge Tests for Serving Permits. We also monitor, investigate, and propose the narcotic classification of new psychoactive substances.

About the employment
You will be employed as an investigator with placement at our office in Solna or Östersund. The employment is a permanent full-time position starting with a six-month probationary period. Start date is as soon as possible according to agreement.
As an employee of the Public Health Agency, you may be placed for war service. Some positions are classified for security where Swedish citizenship may be a requirement. Security clearance will then be conducted in accordance with the Security Protection Act (2018:585).
At the agency, there may be an opportunity to enter into an agreement for remote work up to 40 percent of your working time.
