Background The Swedish Government has activated civil defense duties with the aim of strengthening staffing within socially vital operations. The client aims to train approximately 1,000 people who can be placed in wartime positions and added to total defense-critical operations within electricity supply. The investigation and training of those subject to civil defense duties began in 2025 and will continue through 2028.

The assignment is carried out at the Civil Defense Unit, which is a relatively newly formed unit within a section that handles external assignments at a department responsible for security and preparedness. The unit currently consists of nine employees, six of whom are consultants.

The assignment is performed as a resource consulting service, meaning the consultant strengthens the Client in their ongoing work. The work is led and managed by the Client.

The consultant works partly under supervision but is also responsible independently for carrying out defined tasks within the assignment.

Location: Åsbro, hybrid model

Responsibilities

The assignment involves identifying and investigating those subject to total defense duties to enable them to fulfill civil defense duties within electricity supply.

• Investigate those subject to total defense duties based on set selection criteria and incoming documentation to enable fulfillment of civil defense duties within electricity supply.
• Prepare necessary documentation for registration and make applications for registration to the Swedish Armed Forces' Duty and Review Authority regarding those subject to total defense duties who, after investigation, are deemed suitable to fulfill civil defense duties within electricity supply.
• Provide support in the handling of appeals and interruptions.
• Handle ongoing administration for those subject to total defense duties being investigated.
• Handle ongoing contact with those subject to total defense duties via both phone and written correspondence.
• Handle confidential information. Collaborate internally and externally.
• Provide support in training planning for those subject to total defense duties.
• Contribute to the unit's business development by developing routines and processes.

Requirements

• The consultant must have a university education at least at bachelor's level in political science or law.
• The consultant must have at least one year of experience (full-time or part-time) in handling personnel cases. This experience must have been obtained within the last three years.
• The consultant must have at least one year of work experience within public sector operations or a state-owned company. This experience must have been obtained within the last three years.
• Valid driver's license (Category B).
• The consultant must have good knowledge of Swedish, both spoken and written.

Preferred Qualifications

• Education in preparedness, civil defense, or total defense, or equivalent work experience of at least one year.
• Experience working with investigations.
• Experience handling confidential information.
