Do you have both broad and deep experience in HR work within the public sector and enjoy working both operationally and strategically? Then we can offer you a varied and developmental role as HR Manager at the agency Tillväxtanalys.

From 2027, the agency will merge with Trafikanalys, thereby receiving a broadened analysis and evaluation mandate. We will then have approximately 90 employees with headquarters in Östersund and an office in Stockholm.

The position is located within the Business Support Department, which is responsible for supporting the agency's operations to ensure they are conducted in accordance with regulations and efficiently, based on the state's administrative policy ambitions. Functions within the department include HR, communications, finance, and administrative support.

Tillväxtanalys has the mandate to evaluate and analyze the effects of the state's initiatives for sustainable growth and to provide the government with the basis and recommendations for the development, review, and streamlining of policy. Job Responsibilities

As HR Manager at Tillväxtanalys, you will work on all issues within the HR field, which implies a broad and deep, operational, and strategic role. You are responsible for the long-term development within the HR area to ensure that the agency is a modern and attractive employer with competent and engaged employees and managers. You are responsible for all practical HR processes such as workforce planning, payroll, and working environment, and provide support in these matters to our managers and employees. You work closely with colleagues in the Business Support Department and the agency's managers. The role also includes maintaining close and good cooperation with the trade unions. Initially, significant focus will be placed on the practical work regarding the agency merger and its various components.

Tillväxtanalys is a client of the State Service Center, and you will therefore collaborate with them. You will work primarily in the payroll system Primula, but also in the time reporting system Agresso and the recruitment tool Visma Recruit.

Qualifications

  • Academic degree in the HR field or other relevant background that gives you a good understanding of the HR area and its role in the organization.
  • Several years of current experience in HR work at an operational level within the public sector.
  • Good knowledge of labor law and collective agreements within the public sector, and feel confident in applying these in practice.
  • Experience of cooperation with trade unions.
  • You use M365 as support for communication, collaboration, and document management, especially Outlook and Teams, and are curious about how digital tools and systems, such as generative AI, can contribute to efficient and quality-assured HR processes.
  • Good communication skills and can express yourself well verbally and in writing in Swedish, as well as good knowledge of English.

It is an advantage if you have

  • Experience of overall responsibility for HR issues and wish to develop further in such a role.
  • Experience of collaboration with the State Service Center and working in their systems Primula, Agresso, and Proceedo, as well as Visma Recruit.
