About the workplace

Welcome to the City Administration of Helsingborg Municipality – a workplace where execution power, collaboration, and development are the focus to create the best value for the city. We are now strengthening our work with data quality, common key figures, and using data as a strategic resource in the development of operations. We are looking for a Process Manager who wants to drive this work forward. The role is newly established within the unit, which gives you the opportunity to help shape the position. You will join a unit of approximately ten colleagues with expertise in BI development, steering, and social analysis. Together, we work towards the unit's mission to support city governance and strengthen the systematic work with analysis, operational planning, and impact focus throughout the organization. We work in close collaboration with all the city's various operations.

Responsibilities

We aim to be a unit at the forefront and work on many exciting and challenging assignments. In this role, you are responsible for ensuring that the city's common key figures and KPIs are clearly defined, quality-assured, and used consistently. You will lead processes to develop, decide on, and manage these definitions, as well as drive the work to measure, follow up, and improve data quality in relevant information sets.

The role also includes taking a clear business analyst perspective, where you act as the link between operational needs, analysis processes, and technical solutions. You work at the interface between operations, analysis, and IT, leading cross-functional processes to create a shared understanding of how data is defined and quality-assured within the unit and used throughout the rest of the city.

You will work both strategically and operationally to:

• take a clear business analyst perspective and translate operational needs into requirements and decision support
• map, develop, and analyze processes related to data quality and key figures
• ensure that technical solutions and data models are purposeful and based on correct information structures
• visualize data quality and status for common key figures

You will collaborate closely with colleagues within the unit, data owners, operations, and IT. The role also involves supporting colleagues, contributing to the team's development, and being an active part of the city's transformation journey.

Qualifications

We are looking for someone who has:

• A relevant university or college education, for example in systems science, informatics, statistics, economics, public administration, or other education deemed equivalent by the employer.
• Several years of experience working as a business analyst or equivalent work with data quality, key figures/KPIs, and information management in an organization, preferably in the public sector.
• The ability to translate theoretical frameworks into practical ways of working within the organization.
• Developed ability to work with details while simultaneously connecting them to the big picture.
• Experience of collaborating with operations, controllers/analysis, IT, and management.

You are analytical, communicative, and can work both independently and as a team player. We expect you to have a structured working method, be meticulous, persistent, and quality-conscious. Your ability to express yourself and write in Swedish is well-developed.

You can relate to your colleagues in an attentive way by listening, communicating, and resolving situations constructively. At the same time, you contribute with your perspective, skills, and competence.

It is an asset if you have:

• Experience with data/analysis platforms, BI tools, or metadata catalogs.
• Experience with process management, change management, or improvement work.
• Experience with information security, data protection (GDPR), or information classification.
