We are currently seeking a Business Developer with a focus on data-driven work methods for the development unit at the municipal administration office. We are a team of 9 people working to support operations in various overarching areas such as digitalization, information security and data protection, system administration, renewal, and AI. In the group, we work together, supporting and helping each other. Our mission is to lead, direct, and coordinate the municipality's joint development work. The unit, led by the municipality's development director, works closely with managers and employees in the municipality's various operations. Depending on the assignment, we work in teams with different competencies.

The position is based on-site in Knivsta, with the possibility of remote work for part of the week by agreement with the immediate supervisor and to the extent that the tasks allow. In the Knivsta municipal building, we work activity-based in modern and functional premises.

Knivsta Municipality has a joint IT board together with Tierp, Älvkarleby, Östhammar, and Heby. The administration is named IT-Centrum and is a close collaborative partner to the development unit.

RESPONSIBILITIES

In our small team working with automated data-driven work methods, the business developer complements our business analyst with clear technical competence in data management, analysis, and reporting. We are therefore looking for a person who can both manage what has been built and take the next step, especially regarding automation and long-term sustainable solutions.

The municipality has a clear ambition to work more data-driven and strong engagement at the management level. At the same time, the work with data quality, structure, and common work methods is still under development. In this role, you will therefore not only build solutions but also contribute to increasing the understanding of data and follow-up in the operations, for example regarding the importance of correct input data and validation.

In this role, you will, among other things:

  • Implement, develop, and manage BI solutions, currently Power BI.
  • Build, integrate, and ensure the quality of data used for analysis and reporting.
  • Develop and further develop reports, dashboards, and other decision support that can be used directly by the operations.
  • Increase the degree of automation in reporting and follow-up to reduce manual work.
  • Work closely with operational representatives to ensure that data and reports reflect the reality in the operations.
  • Be an active party in the collaboration with the municipality's IT supplier regarding technical prerequisites, integrations, and platforms.
  • Participate in other business development assignments where data and analysis are an important part.

Through this role, we want to continue to strengthen the municipality's ability to work data-driven. The goal is to:

  • Create a better understanding of the operations' data.
  • Increase the automation of reporting and follow-up.
  • Provide more robust and reliable decision-making bases for the municipality's employees and elected officials.

QUALIFICATIONS

We are looking for someone who thrives at the intersection of operations and technology and who has a genuine interest in how data can be used for steering, follow-up, and decision-making in a municipal organization. You enjoy environments where not everything is finished and where there is an opportunity to influence work methods and structures.

You have:

  • Post-secondary education in a relevant area, such as data/IT, systems science, statistics, or equivalent, or work experience that the employer considers equivalent.
  • Knowledge of data management and data analysis from a system and technology perspective.
  • Good ability to work in the boundary between technology and operations, where you can translate operational needs into functioning technical solutions.
  • Experience with Power BI, including data modeling and DAX, or experience with equivalent BI tools with similar functionality.
  • Very good knowledge of Swedish, both orally and in writing.

It is a merit if you have experience of:

  • Microsoft Power Platform (e.g., Power Automate, Power Apps).
  • ETL processes and data integration.
  • Data processing in SQL environments, such as SQL Server and SSAS.
  • Working in environments where IT delivery and operations are separated, and where requirement setting and coordination are an important part of the role.

To succeed in the role, we believe you:

  • Have good collaboration skills and are communicative; you can explain technical issues in a way that makes others understand and want to participate.
  • Are pedagogical and patient; you understand that changed work methods take time and enjoy gradually building up new routines and work methods together with the operations.
  • Are flexible and innovative; you see opportunities in data and dare to suggest new approaches, even when the prerequisites are not perfect.
  • Are self-reliant and can plan and structure your work, while simultaneously driving and following up issues with both operations and the IT supplier.
  • Have a problem-solving approach and a willingness to both improve what exists and build new where needed.
