We are looking for an Environmental Specialist Support within Maintenance and Assistant Project Management for the Swedish Transport Administration in Luleå.

This is a consulting assignment.

The position is part-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The Swedish Transport Administration is responsible for addressing contaminated areas that have arisen from previous activities of the Swedish Rail Administration, the Swedish Road Administration, the National Railways, and the Civil Aviation Administration, as well as the ongoing activities of the Transport Administration. The work is carried out in stages – from inventory and investigation to risk assessment and remediation – focusing on risks to human health and the environment. The section for contaminated areas needs reinforcement for the planned investigations in the coming years.

The Assignment

As a resource consultant, you will act as an assistant project manager and support the project manager in the work with contaminated areas and materials. The assignment includes knowledge transfer to the Transport Administration's staff.

Main Responsibilities:

• Project support during sampling of railway ballast and embankments: sampling points, analysis strategy, control and evaluation of analysis results, invoicing management.

• Assist with environmental measures and consulting investigations: support in project management, administration, follow-up, and coordination of external consultants.

• Participate in kick-off meetings, review documents, and ensure that assignments comply with requirements and guidance materials.

• Reporting and contact with supervisory authorities as needed.

• Management of investigation results in the Transport Administration's systems.

• Prepare documentation for requests for proposals and support the client.

• Travel to investigation areas is required; physical presence at the office approximately three days/week.

Requirements and Preferences:

• Experience in project support or project management, preferably within environment/waste/contaminated areas.

• Good system proficiency, especially Microsoft Excel.

• Independent, structured, and good teamwork skills.

• Ability to communicate clearly with internal and external stakeholders.

Requirements (NOTE, mandatory)

Fluent Swedish in speech and writing.

• At least three years of higher education or university degree in natural sciences or technical education with a focus on environment/nature, 180 credits.

• At least 5 years of experience as a project manager, assistant project manager, case officer, environmental support, or TA-environment within contaminated areas on the consulting side, or as a project manager within contaminated areas on the client side. The experience should be focused on leading and driving assignments.

• Extensive experience with Microsoft Excel and a good understanding of the program's functions.

• Training in ABK09 (internal or external training, at least half a day).

• Driver's license B.

• At least three reference assignments/projects that demonstrate experience in leading, planning, and conducting environmental technical investigations and simple risk assessments.

  • The consultant must have been the client's project manager or assignment manager/assistant assignment manager/case officer as a consultant.

  • The projects/assignments must have had a scope of at least 300,000 SEK.

  • The work must have been conducted according to industry practices and guidelines from the Swedish Environmental Protection Agency, SGI, or equivalent.

  • Investigations of both soil and water must have been conducted.

  • The results must have at least been compared against general guideline values; experience in more in-depth risk assessment is desirable.

  • The consulting assignments must have been completed after January 1, 2021.

Desirable Qualifications

1. It is an added value if the consultant has worked as a resource consultant or been employed for at least one year, with a scope of at least 50%, with a public client (authority, county administrative board, or municipality). The tasks must have concerned contaminated areas for at least 50% of full-time. The assignment must have been completed within the last 5 years.

2. It is an added value if the consultant has completed training in project management/assignment management. The training can be internal or external and should have lasted at least half a day. The training must have been completed within the last 5 years.

3. It is an added value if the consultant has completed training in Microsoft Excel. The training can be internal or external and should have lasted at least half a day.
