About the job

The client has an urgent need to bring in a senior requirements analyst with project management skills for an ongoing government assignment regarding information exchange with municipalities.

The initiative has a mandatory deadline, and it is critical for the business that the client sets all requirements immediately – and can start the development work. There is also a dependency on private suppliers in municipalities who urgently need to know the requirements to be able to develop their parts in the process. This is a time-limited assignment where we currently do not see that we have the capability or competence and time at VOIT. The client currently lacks sufficient conditions to follow up job seekers participating in studies at adult education within labor market policy programs. This complicates collaboration and the opportunity to provide appropriate support to the job seeker. It also complicates the control of job seekers' right to compensation and thus entails a higher risk of incorrect payments. Against this background, an expanded information exchange between the client and municipalities is needed so that more unemployed can participate in studies within adult education and to strengthen the client's control conditions. Therefore, the client has chosen to start a development initiative tasked with realizing such a digital information exchange.As a senior requirements analyst, you will support the entire assignment with, for example, the following tasks:• Stakeholder analysis, identifying stakeholders and partners both internally and externally.• Analyze, map, and specify needs in collaboration with various stakeholders and partners both internal and external• Establish a continuous stakeholder dialogue• Analyze incoming needs from the business• Develop flow descriptions for the systems• Document requirements• Convey functional and non-functional requirements to our development teams• Facilitate workshops in the area• If necessary, develop functional descriptions of developed applications• Participate in various requirements forums• Develop a plan for, and carry out, the handover of the work to the businessMUST-HAVE REQUIREMENTS:• Work experience in requirements management and business analysis, preferably within complex IT projects.• Work experience in driving projects that involve business requirements with IT development.• Work experience in analyzing the business's needs and translating them into clear functional and non-functional requirements.• Work experience in working with agile methods and tools, such as Jira or Confluence.• Must be communicative and able to explain technical concepts in a way that is easily understood by different target groups.• Work experience in both business processes and technical solutions.• The consultant must be able to communicate in Swedish, both orally and in writing.PREFERRED REQUIREMENTS:The consultant should have documented work experience in:a) collaborating with stakeholders to identify and document requirements, both at the strategic and operational levelsb) creating clear requirement specifications and use cases to support development and implementationc) ensuring that requirements are traceable, testable, and meet the business's goalsd) stakeholder modelinge) understanding architectural layers within information, process, and systems to create conditions for addressing requirements in a way that harmonizes with the architecture
