The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will be safer and more secure for everyone. We are the authority responsible for prisons, probation, detention centers, and client transport.
The national HR department of the Swedish Prison and Probation Service consists of approximately 400 employees distributed across the units of Operational HR Support (VNHR), Training, Planning and Employer Development, and Leadership and Employee Relations.
Located at the regional office in Liljeholmen, Stockholm, VNHR is represented regionally by an HR manager, a group manager for recruitment, 8 HR experts with different focus areas, and around 20 recruitment specialists tasked with supporting managers at prisons, detention centers, and probation offices in Stockholm County. Our focus areas within VNHR are employer support (labor law and salary), work environment, recruitment, and competence supply.
JOB DESCRIPTION
The role of competence supply expert in the operational HR unit is a central support in the region's long-term and short-term planning of competence supply. With us, you will work both strategically and operationally as you initiate, drive, and develop processes and improvement work, contributing with analysis, structure, and new perspectives.
You will collaborate closely with the region's other competence supply expert, where responsibilities complement each other. The ongoing capacity increase at the Swedish Prison and Probation Service affects competence supply planning at all levels, making the role both dynamic and important for the development of the organization over time.
As a competence supply expert, you will work from a broad holistic perspective on the area, from recruitment and staffing to training and competence development, and how these parts interact. You will be a qualified support to managers and HR functions in matters related to recruitment and training planning, competence mapping, as well as succession and replacement planning. The role also includes internal and external collaboration and conducting investigations and mappings within the competence supply area. You may also participate in training initiatives and contribute to communication and information activities related to the area. The role involves close cooperation with regional recruitment operations, the training unit, the regional communicator, and other operational HR experts, with the goal of ensuring the right competence, in the right place, at the right time.

You collaborate well with others and have the ability to listen, communicate, and resolve conflicts constructively. In your work, you take responsibility for your tasks and drive your processes forward. You are meticulous and well aware of goals and quality standards. The workload can be uneven, which requires resilience to stress and prioritization skills.

We are looking for someone who has:
- A degree in HR or another relevant academic qualification combined with experience deemed relevant by the Swedish Prison and Probation Service
- Experience in HR processes, preferably with broad HR issues and/or recruitment experience
- Experience working with statistics and key figures and/or analyzing labor market conditions and needs
- Experience in driving and maintaining processes with multiple internal stakeholders
- Experience supporting local management teams with various competence supply issues, such as succession planning
- Experience working with multiple digital systems simultaneously
- Experience with competence supply plans, having initiated and driven the work
- Experience in preparing materials/presentations in various contexts
- Very good knowledge of the Office suite
- The ability to express yourself well in spoken and written Swedish
It is an advantage if you have:
- Experience in competence supply within the Swedish Prison and Probation Service or another government agency
- Experience working with development programs for managers
- Experience training managers or actively working with learning through workshops
- Knowledge of competence-based recruitment
