Job Responsibilities:

We are looking for an experienced procurement officer with solid knowledge of public procurement and several years of experience in independently managing complex procurement processes. In this position, you will conduct procurements according to the current procurement plan and provide support and guidance to the municipality's operations throughout the procurement process—from needs analysis to contract signing. You will monitor the regulations governing purchases and procurement in the public sector and ensure that the operations comply with both current legislation and the municipality's own guidelines.

Your work is characterized by a development-oriented, businesslike, and pedagogical approach, where you assist the administrations in a consultative role. With a focus on solutions and a strong sense of responsibility, you guide the operations in procurement and purchasing issues, often through continuous dialogue with the municipality's purchasing managers and clients.

You need to be able to work independently and take your own initiatives. By acting decisively, you ensure that the municipality's contracts are followed. You will work to strengthen internal communication. You promote good working relationships and collaborations within the team and have the ability to lead and support a junior colleague. Additionally, you create conditions for developing good business relationships with the municipality's suppliers, ensuring that contract terms are followed by both parties. You maintain regular contact both internally and externally and drive development work.

You will also administer the municipality's contract database and the procurement tool Mercell TendSign, as well as be responsible for templates, contract issues, policies, and guidelines.

Qualifications:

We are looking for someone with an academic degree in economics/law, with a specialization in purchasing and/or procurement, or a completed vocational education of at least two years in the same field. You express yourself well in both speech and writing and have excellent administrative skills. Experience with digital procurement tools is essential, and you should have at least 3 years of experience in conducting public procurements.
