Business Developer for the Environmental and Health Protection Department

The Environmental and Health Protection Department is in an exciting development phase where we work together to ensure that Umeå municipality grows sustainably and strengthens its environmental and sustainability efforts.

We are now looking for a business developer who wants to take a key role in this important work and help shape the processes, working methods, and digital solutions of the future. Here, you will have the opportunity to combine strategic thinking with practical implementation – and make a real difference for both the organization and our citizens.

The department consists of about 80 employees distributed across four units – from environmental inspectors and environmental investigators to advisors and alcohol administrators. Together, we represent a broad mix of experiences, educational backgrounds, and competencies that contribute to a dynamic and development-oriented work environment.

Your Responsibilities

As a business developer with us, you will play a key role in the organization. You will be a driving force in our change and development work, where you will develop and implement working methods that strengthen the quality and efficiency of the organization. You will serve as the department's expert support in digitalization and IT and system support, as well as an important link between the organization and IT – always with the goal of creating sustainable, smart, and user-friendly solutions.

You will;

  • work with digital development and systems
  • be responsible for the department's digital development, including open data, service design, and e-services.
  • plan and lead procurements together with purchasers, develop specifications, and evaluate and test system solutions.
  • collaborate with the IT department to ensure that the department's IT equipment meets the needs of the organization.

work with processes, quality, and governance

  • map, analyze, and develop processes to enhance quality and increase customer benefit.
  • be responsible for the department's administrative templates, routines, and informational materials, including web content.
  • support the management team in developing, updating, and following up on governing documents such as inspection plans, quality declarations, and fees – among other things through work in PowerBi.
  • monitor legislation, regulatory changes, and trends within the community building sector.
  • be responsible for parts of the administrative processes related to the Environmental and Health Protection Committee.

lead and collaborate

  • lead the department's development work and coordinate administrative, cross-departmental projects and assignments.
  • report regularly to the department head and unit managers about the status and progress of the development work.
  • participate in the department's management group.
  • represent the department in the administration's network for quality management and digitalization.
  • be the department's representative in the system management for e-services, IT, and case management systems (e.g., ECOS/ATOM).

About You

We are looking for someone who has a genuine interest in developing organizations and is driven to create improvements that make a real difference. You have a clear commitment to change work and thrive in a role where you can combine analysis, structure, and collaboration.

We are looking for someone who has

  • experience, preferably several years, in business development, project management, and/or digitalization work.
  • a university degree or other post-secondary education that the employer deems relevant.
  • very good digital competence – you are comfortable in a digital work environment, learn new IT systems quickly, and work effortlessly with various digital tools.
  • excellent ability to communicate in speech and writing, both in Swedish and English.

It is meritorious if you have experience in:

  • working within municipal processes
  • diary and case management
  • work within the environmental and health protection area.

As a person, you are structured, solution-oriented, and curious, with a service-oriented and professional approach. You take initiative, work independently, and drive your assignments forward with good judgment. You have the ability to see both the big picture and the important details.

You communicate clearly and build trust in meetings with colleagues, management, and external contacts. Your pedagogical ability allows you to explain complex issues in an understandable and inspiring way. We place great importance on your personal qualities.
