Botkyrka Municipality is the sixth largest municipality in Stockholm County and consists of the districts of Alby, Fittja, Hallunda, Norsborg, Tullinge, Tumba, Vårsta, and Grödinge. Botkyrka Municipality has approximately 95,000 inhabitants and over 6,400 employees.
The Technical and Property Management Department is responsible for the municipality's premises, properties, and technical infrastructure – from planning new construction projects to operation, maintenance, and development. We work with water and sewage, cleaning services, land services, transport, and vehicle services. Our goal is to build and manage sustainably and climate-smart to ensure a safe and functioning everyday life for the residents of Botkyrka. We are about 300 employees who, in our various functions, work with solutions based on the needs of citizens and the municipality's common goals.
The position and tasks
We are looking for a preparedness strategist who wants to strengthen the Technical and Property Management Department's work in developing and protecting the municipality's critical functions.
In this role, you will work both strategically and operationally to ensure that the department has a robust and sustainable ability to handle disruptions, crises, and a changing security situation. You will lead analyses, coordinate preparedness work, and support operations in planning, preparing, and implementing measures that strengthen the department's resilience. The work involves collaboration with departments within property management, operations, water, and sewage. You will also collaborate with the municipality's central preparedness function and external actors such as civil defense authorities and emergency services.
Your main tasks:
- Lead and implement the department's work with risk and vulnerability analyses and security protection analyses
- Support departments and units in continuity planning and development of preventive measures
- Be responsible for the Technical and Property Management Department's crisis management plan and, if necessary, act as chief of staff when a crisis management team is activated
- Coordinate the department's work within security and preparedness, including follow-up, reporting, and handling preparedness-related matters
- Plan, conduct, and evaluate training and exercises for managers, employees, and elected officials
- Be the department's contact person in security and preparedness matters towards the municipality's central functions and external actors
- Support departments and units in working with secure communication solutions, such as the national communication system for critical actors, and in the work with EU regulations for cybersecurity and protection of critical functions.
As a preparedness strategist, you will have a varied and socially important assignment where you contribute to strengthening the municipality's ability to maintain technical and critical functions even during disruptions and crises. The role gives you great opportunities to influence, develop, and create long-term structures that make a difference for both the operations and the municipality's residents.

You who are applying to us
You who are applying to us have an education in security, crisis preparedness, civil protection, or another relevant field. You have experience working with analyses, planning, or coordination within security, preparedness, or continuity management. You have also worked both strategically and practically with issues related to security and preparedness and have experience collaborating with various parts of an organization.
Other requirements:
- Experience working with risk and vulnerability analyses and security protection analyses.
- Experience leading or coordinating processes within security work, preparedness, and continuity planning.
- Experience conducting training, implementing information initiatives, and leading exercises.
- Experience collaborating with internal and external actors in the security and preparedness field.
- Experience working according to legislation and guidelines within security and preparedness.
We consider it meritorious if you have:
- Experience from municipal or other public operations.
- Experience working with technical supply systems, such as water and sewage and property management.
- Experience working in crisis management organizations or participating in preparedness networks.
- Experience designing, implementing, and following up crisis and preparedness plans.
- Experience working with secure communication solutions and implementing regulations related to cybersecurity or protection of critical functions.
- Experience working within a politically governed organization.
