Are you a lawyer with an interest in data provision for research, statistics, and innovation at a national or international level? Do you want to be part of an important and exciting effort to establish Sweden's new national agency for access to health data (HDAB)? We are now looking for an experienced lawyer to assist us in the preparations for our new role as HDAB.
About the position
The regulation on the European Health Data Space (EHDS) means that a new system will be introduced in each member state for the accessibility of health data for research, statistics, decision-making, and innovation. The National Board of Health and Welfare has been tasked by the government to prepare us for the role of HDAB. This means we will organize and lead a change at the national level that affects a broad group of actors within the health data sector.
In the role of lawyer, you will support the work by identifying and investigating qualified legal issues, providing legal advice to project managers and responsible managers, collaborating with lawyers from other relevant national actors, and contributing to increased knowledge in the area within the agency. You will also participate in various international preparatory collaboration projects. You need to have a good understanding of the health data area in Sweden and of EHDS.
You will spend most of your working time preparing for HDAB. The position is located in the Department of Administrative Law (FVJ).
FVJ supports the agency in various legal areas such as administrative law and issues of public access and confidentiality, as well as issues related to data protection, registry, and statistics legislation. The department provides legal support in connection with the agency's various processing of personal data, in handling cases involving individuals and appeals of the agency's decisions, and responds to referrals within the department's area of activity. The department also develops regulations and general advice regarding state grants and the health data and social services registers managed by the agency. About twenty employees work in the department, and we share a common responsibility for our work. We are a group where care for each other is fundamental; we help and support each other in our daily work.
About you

You have a systematic, meticulous, and problem-solving approach. You can understand and analyze complex issues and can write and communicate clearly, concisely, and structured. The role requires you to work independently, take your own initiatives, and drive your investigations forward while taking responsibility for high-quality results. We are looking for someone who has:
- a law degree or equivalent
- completed judicial clerkship or other experience deemed equivalent by the agency
- several years of relevant work experience in legal work at an administrative authority or court
- very good knowledge of the regulations regarding public documents and public access and confidentiality
- good knowledge of administrative law and experience in dealing with administrative legal issues
- good knowledge of data protection law and experience in dealing with data protection issues
- good knowledge of the regulation on the European Health Data Space (EHDS)
- the ability to express yourself clearly in both spoken and written Swedish and English
- experience working with EU law.
It is a merit if you have:
- experience in legislative work at an authority or from the Government Offices
- experience in disclosing registry data for research purposes
- experience in working with information security issues related to data protection
- experience in legal issues related to digitization
- experience in a consultative role
- experience in building a new operation, including developing internal routines, processes, and governance
- experience in change and development work.
Good to know
The employment is a permanent full-time position and begins with a six-month probationary period starting as soon as possible. You will be based at the office on Västerbroplan in Stockholm, but you have the opportunity to work remotely up to two days a week. In the spring of 2027, the agency will move to newly renovated premises in Solna strand. Your job title will be lawyer, and your placement will be in the legal department, the unit for administrative law.
