Job Description
Do you want to help drive the development of social services' Individual and Family Care in a time of great change? With us, you will have a strategic and significant role where you work closely with operations and management on a mission that makes a real difference for users and residents.
The role is directly subordinate to the operations manager for Individual and Family. As a development leader, you will work long-term and strategically to drive change and development work within all units of individual and family care, which are: Children and Youth, Adults and Disabilities, Employment and Welfare, Daily Activities, and Housing and Support LSS.

The assignment is broad and varied, encompassing both the development of routines and guidelines as well as the follow-up and development of operations. The role involves close cooperation with both internal and external actors, with a clear focus on quality and legal certainty for the user. You will early on work on developing quality management systems, developing forms for user participation, and contributing to the introduction of smart working methods and welfare technology. The work needs to be conducted methodically, structured, and in close dialogue with the operations.
Main Responsibilities
- Support to units based on the design of quality management systems.
- To develop and ensure the quality of operations within individual and family care.
- Monitoring and analysis of the external environment.
- Development of governing documents.
- Assist in the development and follow-up of operational plans and quality reports.
- Coordination of relevant working groups.
- Plan and conduct workshops, lectures, and training.
We are looking for someone who has
- A degree in social work or other relevant education that the employer assesses as equivalent.
- Experience in investigative work, analysis, and preparation of materials for management functions.
- Knowledge of the Social Services Act, administrative law, and other legislation related to social services.
- The ability to express oneself well and pedagogically in Swedish, both orally and in writing.
- Experience in driving and leading change and development work.
- Experience in operational follow-up.
- Good ability to adapt to and work with digital tools and good administrative skills.
- A structured working method and good analytical skills.
As a person, you are proactive, outgoing, and take an independent role in driving change work. You are flexible, driven by solving problems, and thrive in a strategic role where you have the opportunity to both develop and be developed. You easily create good relationships and collaborate both internally and externally. You have a structured working method, enjoy working on several parallel processes, and have a creative approach to challenges and assignments.
We would also like the person we are looking for to have:
- Experience working with quality management systems, including process mapping, designing guidelines, routines, as well as risk analysis and self-checks.
- Experience with methods and approaches that promote innovation and development, such as service design or other user-centered working methods.
