At the Community Department, we work for the sustainable development of the county, from both a social and an environmental and economic perspective. We do this in the areas of community planning, housing supply, cultural heritage preservation, social sustainability, as well as climate and energy. We also work for a safe society, with good preparedness and resilience in the event of accidents, crises, and war.
The County Administrative Board plays an important role in society's crisis preparedness and total defense, and is the geographically responsible authority according to Regulation (2022:524) on the preparedness of state authorities and the highest civilian total defense authority in the county.
The County Administrative Board in Örebro County is also the civil area responsible county administrative board for the Central Civil Area.
Our collaborative role extends across all events - both before, during, and after a societal disruption - and we must be able to immediately establish a management function for coordination and direction.
The County Administrative Board has an important role in developing society's civil preparedness. The deteriorating security situation and Sweden's membership in NATO will affect the content and conditions of the work ahead, with high demands to strengthen society's resilience at a fast pace.
Job Description
We are now looking for a preparedness officer to primarily work on issues related to society's crisis preparedness, civil defense, and total defense. You will collaborate with colleagues in the unit, department, and authority, as well as with cooperating actors on various assignments.
This includes, among other things, that you will:
- Participate in preparedness planning.
- Participate in and lead projects and working groups within the area of operations.
- Educate and inform both internal and external actors.
- Be a knowledge resource and support other employees within the authority and to the county's actors, with analyses and materials.
- Work with and develop routines for environmental monitoring, situational awareness, and analysis work, both in everyday life and in crisis organizations during an event.
- Participate in the work of supporting municipalities in their preparedness work based on applicable regulations, national assignments, and agreements between the state and municipalities.
- Process cases and respond to referrals.
- Plan and conduct conferences and meetings.
- Follow up on action plans developed after exercises.
- Participate and actively contribute to operational planning and development.
Qualifications
We are looking for someone with relevant academic education or extensive work experience that the employer deems equivalent. Educational focus on political science, analysis, risk and crisis preparedness, or similar is meritorious.
You have experience in driving, communicating, and following up on processes or projects in collaboration with other actors, and you have experience in conducting educational and informational initiatives.
Meritorious is:
- Work experience from practical work within an authority.
- Experience in security protection work.
- Exercise and training activities.
- Knowledge of society's crisis management system, as well as the County Administrative Board's coordination responsibility.
- Knowledge and experience of working with risk and vulnerability analyses.
- Experience working with preparedness issues within the business sector.
- Experience working in crisis organizations with staff functions during ongoing events.
- Knowledge of applicable Swedish legislation on crisis preparedness and civil defense/total defense.
- Experience in conducting situational awareness work, analyses, and compiling decision-making materials.
- Crisis management and staff work.
As a person, you are structured, flexible, and have good pedagogical and communicative skills. You find it easy to collaborate and build good relationships. You see the whole and the context, and you also have a good ability to take initiative, lead and drive projects, as well as complete, follow up, and implement results.
You are stress-resistant, service-oriented, and flexible. You feel comfortable quickly changing tasks based on what is happening. With us, the pace is high, and you will handle many different assignments and tasks simultaneously. It is important to be able to switch from development and planning work to operational work and manage quick decisions and changes. You express yourself well in speech and writing and are a regular user of Office programs. A driver's license is required.

Employment
The employment is permanent and a probationary period applies. The employment is security classified, and a security check will be conducted according to the Security Protection Act (2018:585).
