Job Advertisement: Civil Defense Officer
The County Administrative Board of Örebro has been appointed as the civil area responsible county administrative board with the task of coordinating civil defense within the Central Civil Area, which consists of Dalarna County, Gävleborg County, Uppsala County, Södermanland County, Västmanland County, Örebro County, and Värmland County.
The civil area shall, in consultation with the Armed Forces, work to ensure that civil and military defense are coordinated to provide the greatest possible defense effect.
Job Description
Do you want to help develop and strengthen civil defense in the Central Civil Area? Do you want to be part of an engaged and competent workgroup with an important mission? We are now strengthening our office with officers who have many years of experience and a great interest in community development and total defense issues and who want to contribute to the continued building and development of total defense.
The office consists of competent and engaged colleagues where we learn from each other and our partners. We are in an intensive development and building phase where you have great opportunities to influence the design and direction of the operations.
Examples of tasks that may be relevant:
- Coordinate preparedness planning for civil defense within the civil area in close cooperation with, among others, the Armed Forces, MSB, county administrative boards, and sector-responsible authorities
- Collaborate with various actors and be part of the civil area's staff during peacetime crises and heightened preparedness
- Initiate, coordinate, and lead work meetings and networks at the national and higher regional level to develop civil defense
- Produce situation reports, analyses, and decision-making materials
- Plan, conduct, and participate in training and exercises
- Handle referrals, process cases, analyze, and investigate
Qualifications
You should have:
- Relevant university education or other education combined with experience deemed relevant for the tasks
- Experience working with preparedness or total defense issues from the private or public sector
- Good ability to coordinate and collaborate
- Good ability to lead workgroups
- Experience collaborating with various actors in society
- Experience handling and producing sensitive information
- Good ability to express yourself well in Swedish and English both orally and in writing
- Driver's license for passenger cars
- Swedish citizenship
- Good knowledge of the Office suite
It is meritorious if you have experience in:
- Working with civil defense and total defense at an authority
- Developing working methods and processes
- Coordinating and collaborating with preparedness authorities and/or the Armed Forces
- Working with risk and vulnerability analyses and continuity work
- Staff work and crisis management
- Producing decision-making materials and materials for presentations
- Participating in planning and conducting exercises
- Processing cases in public operations with consideration of transparency and confidentiality
Since the tasks involve close collaboration with many different actors and authorities externally and internally with colleagues in different units, good judgment, good collaboration skills, and a preference for a communicative and outgoing role that includes building and creating good relationships are required.
As a person, you are driven and take both initiative and responsibility for your tasks. You have an easy time seeing the whole and the context, and you work structured by planning and executing your work effectively within set deadlines. You are flexible and can easily adapt to changing circumstances, for example, when our work requires reprioritization of tasks. You have good analytical skills and a broad perspective on issues. You see opportunities in changes and are happy to contribute ideas and new approaches to various issues.

Conditions
Employment type: Permanent employment starting with a 6-month probationary period
Scope: Full-time
Start date: By agreement
Location: Örebro. Travel is included in the position.
Security clearance will be conducted according to the Security Protection Act (2018:585).
Interviews will take place during weeks 5 and 6 of 2026.
