MSB works for a safer society in a changing world with a focus on the development of civil defense. As of January 1, 2026, we will be the Authority for Civil Defense. The Authority for Civil Defense has two clear roles: we are the leading, directing, and coordinating authority in civil defense, and we are the sector-responsible authority for the preparedness sector of rescue services and protection of the civilian population. The vision of the Authority for Civil Defense is "Together for a strong civil defense".

Do you want to strengthen society with us by building a modern civil defense and preventing and managing accidents, crises, and the consequences of war by providing relevant and solution-oriented legal advice? Do you have the ability to identify legal issues from a holistic perspective and, in close collaboration with other professionals, find the constructive path that leads to effective implementation of the assignment? Do you work, or have you previously worked with total defense issues at, for example, the Government Offices, County Administrative Board, or another government agency within total defense? Your responsibilities and tasks

Your tasks consist of providing qualified legal advice within the areas covered by the authority's assignment, through active participation in preparations, projects, and other working groups. MSB has extensive mandates to issue regulations within parts of the assignment, which is why regulatory work occurs to a large extent.

The extensive and urgent assignment that MSB has places special demands on the role of the advisory lawyer. To succeed, you need to have experience and interest in working from a holistic perspective on the operations and with a constructive and courageous approach, without exceeding the legal frameworks we have to adhere to. You also need to have a good ability to understand and determine how you can best support the authority's operations with your legal knowledge and then communicate your legal assessments clearly and relevantly.

Your knowledge and competencies

We are looking for someone who has:

• Master of Laws or equivalent degree (180 credits/270 ECTS)
• Several years of relevant experience in qualified legal work in an advisory role at a government agency, court, department, or relevant private sector
• Several years of experience in legislative work, development of regulations, or other rule-making
• Experience or knowledge of total defense – civil or military part
• Good ability to see the big picture and legal analysis of complex issues
• Good ability to work in a solution-oriented manner
• Very good ability to communicate in Swedish, both spoken and written
• Good ability to communicate in English, both spoken and written

It is an advantage if you have:

• Experience working from another agency within total defense
• Experience working within Sweden's international collaborations

In addition to the above competency requirements, your personal qualities are crucial for the appointment. It is essential that you have a very good ability to communicate, collaborate, and take initiative. As a person, you should be perceived as unpretentious and accessible without compromising your professional integrity. You also need to be independent, flexible, and have a genuine interest in collaborating with other professionals. MSB is an agency that must have the ability to handle crises of various kinds, and it is therefore important that you can operate even under time pressure and in unforeseen and disrupted conditions.

As of January 1, 2026, the current employee and leadership criteria will be replaced by the Authority for Civil Defense's approach for employees and leaders: The approaches apply in everyday life, crisis, and war. The three approaches should be seen as a whole and build on each other; collaborative – proactive – action-oriented.

About the employment

We offer you a permanent full-time position that begins with a six-month probationary period.

Your place of employment will be Stockholm, and travel may occur in the position.

The majority of our positions involve placement in a security class. Typically, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at MSB are placed in wartime.

About us

In the Legal and Security Department, we have four units, two of which handle legal issues. We are a total of about 45 employees, and we are located in both Karlstad and Stockholm.
