We are facing an exciting transition with new object management in the office, a new social services act, and the introduction of activity requirements. We are now looking for a digital business developer focused on economic assistance and the labor market.

On July 1, 2025, a new social services act will be introduced, and on July 1, 2026, activity requirements for social assistance will likely be implemented. The new legal requirements impose new and clearer demands that social services must be knowledge-based, gender-equal, preventive, and easily accessible, and that those receiving social assistance are engaged in full-time activities according to their abilities. This places significant demands on system support that facilitates work related to assessment and decision-making, goal setting, planning, and follow-up.

You will belong to the business support unit at the Competence Supply Office. We are expanding the organization with the introduction of object management, and we are now looking for a digital business developer. We are looking for someone who wants to explore the current system's possibilities based on new requirements and working methods, as well as support in the work of setting requirements and follow-up in both current agreements and additional system support needs.

Your Responsibilities

We are looking for someone who wants to explore the current system's possibilities based on new requirements and working methods, as well as provide support in the work of setting requirements and follow-up in both current agreements and additional system support needs. As a digital business developer with us, you will be a close support to our transition towards new legal requirements and working methods. You will work closely with employees and managers to identify needs, start from processes, and translate these into practical digital solutions. In this role, you will collaborate with the object organization within Norrköping municipality. Here, you will work to ensure that our initiatives are anchored, sustainable in the long term, and have a holistic focus.

The role also involves monitoring the external environment, gathering new ideas, and translating them into practical solutions that contribute to a more efficient and knowledge-based social service.

You will be a bridge between the needs of the business and the digital opportunities available – focusing on making work easier and more efficient for our employees and beneficial for our citizens. Thus, you will become an important function where your primary focus is to contribute to effective and quality-assured working methods and processes.

Who are you?

We are looking for someone with a relevant higher education for the position, such as a behavioral scientist, social worker, or systems scientist, or alternatively another higher education that has a natural connection to the role.

You have experience working with business development/project management of digital development projects, preferably in complex organizations. You are used to working cross-functionally and can translate the business's needs into technical solutions that work in practice. You are someone who enjoys driving change and sees opportunities in the power of digitalization.

We believe that you have worked with process development, system implementation, and requirement specification, as well as having a good understanding of information security and relevant legislation.

Your personal competencies are characterized by being analytical, trustworthy, and having the ability to create engagement around changes. You have high capacity and are used to working independently. In addition, you possess the ability to drive projects forward and are eager to initiate collaboration to achieve results. You are skilled in communication, able to simplify what may be perceived as complex in a pedagogical manner.

If you have experience from social services or the labor market area, it is something we view positively, as well as knowledge of service design and digital transformation.
